More than 500 billion rubles will be allocated from the budget for lump sum payments to pensioners and military personnel, announced by Putin. This was stated by the head of the State Duma Committee on Budget and Taxes Andrei Makarov (“United Russia”), transfers Interfax.

According to him, financing will be carried out from additional budget revenues. The Russian economy has practically recovered after the crisis caused by the pandemic, which made it possible to support “the most vulnerable categories of citizens,” he said.

Member of the Federation Council for Social Policy Valery Ryazansky clarified “RIA Novosti” that the money will most likely be paid to pensioners from one of the pensions. The military will receive help with one of the allowance payments. Payments according to the plan will be made before the end of the year.

Vladimir Putin announced the new payments on August 22 at a meeting with candidates for deputies from United Russia. The president offered to pay pensioners, including working people, 10 thousand rubles each, servicemen “at the end of the year” – an average of 15 thousand rubles. “I would ask United Russia to respond when it forms a faction in the Duma,” he said.

Presidential press secretary Dmitry Peskov later clarifiedthat payments will not be made by raising taxes. “In this case, the balance of the budget, the balance of all expenditures – of course, this is very important, and this is an absolute constant for the cabinet of ministers,” he said.

The elections to the State Duma will be held this year from 17 to 19 September. The last time the composition of the lower house of parliament was elected in 2016. By data VTsIOM, the electoral rating of United Russia in the country as of mid-August was 27.3% – this is one of the lowest values since 2006. By data FOM, 30% of Russians are ready to vote for the party in power. According to data Levada Center, only 28% of those who, in principle, go to the polls will vote for the party.
