How informs Telegram channel Baza, one of the versions of the murder of Abovyan – revenge. Six years ago he took part in the detention in Chechnya. Then, on April 19, 2015, during a special operation in Grozny, a local resident, Dzhambulat Dadaev, was killed by the Stavropol police. Then this story aroused the indignation of Ramzan Kadyrov. The man was shot to death while trying to ram a police car in a passenger car. Dadaev started shooting at the police, and they returned fire, reported RBC.
The day after the operation, the head of Chechnya, Ramzan Kadyrov, said that the incident caused a public outcry, since shots sounded in the center of the city on Sunday. Kadyrov demanded “to conduct a thorough investigation of all the circumstances of the incident and to make a decision stipulated by law.” On April 23, the head of Chechnya allowed the Chechen security officials to open fire on their colleagues from other Russian regions if they were conducting operations not coordinated with the Chechen security forces.
“Whoever violates the law on the territory of the Chechen Republic, we will take all measures against him, up to the use of weapons. If this happens in the future – punish! If it works out, detain, if not, destroy it, ”Kadyrov said. The Russian Ministry of Internal Affairs issued an official statement in which it called Kadyrov’s words inadmissible. Also, the Ministry of Internal Affairs of the Russian Federation noted that they had notified the Chechen police about the impending operation to arrest Dadaev.
Ramzan Kadyrov questioned the official version of Dadaev’s murder. “All participants in the operation were wearing masks on a busy street. They previously claimed that the suspect opened fire on them and was killed by return fire, although he did not fire a single shot. There is also no evidence that the pistol seized from the car belonged to the victim, ”Kadyrov said.
April 24, Department of the Investigative Committee of the Russian Federation for Chechnya opened a criminal case in relation to the Stavropol police – they were accused of “exceeding official duties, which entailed grave consequences in the form of the death of Dzhambulat Dadaev.” On the evening of April 24, the Investigative Committee of Russia canceled the decision to initiate a criminal case. In response, Kadyrov called on the head of the RF IC, Alexander Bastrykin, to explain the reason for the cancellation. “I believe that the head of the Investigative Committee should have explained to the relatives of the deceased [убитого в ходе спецоперации ставропольских полицейских Джамбулата Дадаева] and to all residents of the Chechen Republic, what are the true reasons for canceling the case, tell what violations were committed when it was initiated, why there is no need to conduct an investigation if a person died, ”Kadyrov wrote on Instagram.
The controversial situation that arose between Kadyrov and the Interior Ministry was commented on by the presidential press secretary Dmitry Peskov. “In terms of subordination, the internal affairs bodies of Chechnya, of course, are subordinate to the Ministry of Internal Affairs of the Russian Federation, so there is nothing to comment on in this case. An operation was carried out there, ”he said.
Dadaev was wanted by the Stavropol security forces as a suspect in the assassination attempt on businessman Magomed Tazirov, better known as Maga Manassky. Tazirov was shot on September 12, 2014 in Stavropol. He received two bullet wounds, after which he underwent treatment in Moscow. Presumably, Dadaev tried to kill Tazirov because of the tender, which was “not divided.” Later, Dadaev’s relatives traveled to Moscow to make peace with Tazirov, who assured them that he would not take revenge.
This week, the police leaders of the Stavropol Territory have already got into the criminal chronicle. July 20 FSB officers detained the head of the regional traffic police department Alexei Safonov and dozens of his subordinates in the case of taking bribes totaling more than 19 million rubles. According to the investigation, under the leadership of Safonov, the group members sold passes to truckers, which allowed them to work in the region “with violations of administrative law.”
According to State Duma deputy Alexander Khinshtein, in the morning almost the entire top of the traffic police department of the Stavropol Territory was detained – more than 35 employees. The parliamentarian also added that the detainees “are charged with organizing a criminal community, taking bribes, abuse, exceeding, etc.”
