Then, on April 19, 2015, during a special operation in Grozny, a local resident, Dzhambulat Dadaev, was killed by the Stavropol police. Then this story aroused the indignation of Ramzan Kadyrov. The man was shot to death while trying to ram a police car in a passenger car. Dadaev started shooting at the police, and they returned fire, reported RBC.
The day after the operation, the head of Chechnya, Ramzan Kadyrov, said that the incident caused a public outcry, since shots sounded in the center of the city on Sunday. Kadyrov demanded “to conduct a thorough investigation of all the circumstances of the incident and to make a decision stipulated by law.” On April 23, the head of Chechnya allowed the Chechen security officials to open fire on their colleagues from other Russian regions if they were conducting operations not coordinated with the Chechen security forces.
“Whoever violates the law on the territory of the Chechen Republic, we will take all measures against him, up to the use of weapons. If this happens in the future – punish! If it works out, detain, if not, destroy it, ”Kadyrov said. The Russian Ministry of Internal Affairs issued an official statement in which it called Kadyrov’s words inadmissible. Ramzan Kadyrov questioned the official version of Dadaev’s murder. “All participants in the operation were wearing masks on a busy street. The controversial situation that arose between Kadyrov and the Interior Ministry was commented on by the presidential press secretary Dmitry Peskov. “In terms of subordination, the internal affairs bodies of Chechnya, of course, are subordinate to the Ministry of Internal Affairs of the Russian Federation, so there is nothing to comment on in this case. Dadaev was wanted by the Stavropol security forces as a suspect in the assassination attempt on businessman Magomed Tazirov, better known as Maga Manassky. Tazirov was shot on September 12, 2014 in Stavropol. He received two bullet wounds, after which he underwent treatment in Moscow. Presumably, Dadaev tried to kill Tazirov because of the tender, which was “not divided.” Later, Dadaev’s relatives traveled to Moscow to make peace with Tazirov, who assured them that he would not take revenge.
