Employees of the Department of the RF Investigative Committee for the Nizhny Novgorod region did not begin to check on the statement about the attack by Chechen security forces on the family of judge Saydi Yangulbaev and the abduction of his wife Zarema Musaeva, who was forcibly taken to Chechnya. Nizhny Novgorod investigators forwarded the application to the Chechen Republic. About it informed Chairman of the Committee against Torture Sergei Babinets, who filed an application with the RF Investigative Committee 18 days ago.
From the published document, signed by Lieutenant Colonel of Justice Udalov, it follows that Babinets’ statement “was sent to the prosecutor’s office of Chechnya for consideration on the merits, since in fact the procedural actions in the investigation of the criminal case, which is being processed by the Investigation Department of the Ministry of Internal Affairs of Russia for the city of Grozny, are actually being appealed.”
“It’s as if the murder in St. Petersburg was sent to investigate in Moscow, because the killer comes from Moscow. Bullshit, – Sergey Babinets comments on the actions of the Investigative Committee of the Russian Federation. “This act speaks eloquently about how the law enforcement system works.”
The human rights activist recalled that the employees of the Investigative Committee of the Russian Federation violated one of the basic principles of investigative work: with rare exceptions, a crime is investigated at the place of commission, and not at the place of residence or work of the person who committed this crime.
“It is easy to guess that over time we will receive a formal reply from the Chechen investigators “everything is legal and justified.” On the other hand, how can Chechen investigators investigate the crime committed in Nizhny Novgorod in general? It is clear that in no way,” summed up the human rights activist.
According to him, there is a lot of evidence that the Chechen security forces who visited the apartment of Yangulbaev and Musaeva broke the law. This is evidenced by several videos, testimonies of eyewitnesses, and medically confirmed injuries to Saydi Yangulbaev and his daughter. However, the Nizhny Novgorod Department of the RF IC “does not want to get involved in the work to protect the rights of the Yangulbaev family,” Babinets believes.
It should be reminded that on January 20, in Nizhny Novgorod, Chechen police officers broke into the apartment of Saidi Yangulbaev, a former judge of the Supreme Court of Chechnya. The security forces could not kidnap him himself, since he has a judicial immunity status, but they took away his wife Zarema Musaeva. The pretext for the kidnapping was that she was allegedly a witness in a fraud case in Grozny, where they were going to take her by force.
During the arrest, Zarema Musaeva lost consciousness, and the Chechen police officers dragged her out of the apartment. She suffers from type 2 diabetes and needs insulin injections 5 times a day. The security forces did not allow Musayeva to take warm clothes, medicines and even her passport with her. Relatives feared that Musaeva might die on the way to Chechnya.
During Musayeva’s abduction, her husband and daughter were beaten.
The police and FSB officers of Nizhny Novgorod did not respond in any way to the requests of Musayeva’s relatives for help and to the allegations of abduction. The Kremlin said it was not aware of the details of the abduction and preferred not to believe it.
Saydi Yangulbaev’s son Ibragim, known for his sharp criticism of the Chechen authorities, in an interview with Dozhd TV channel declaredthat in 2015, together with his father and brother, he was kidnapped and tortured at the residence of Ramzan Kadyrov, and Kadyrov personally participated in the torture. Later, according to Ibragim, his brother and father were released, and he himself was taken to the Terek SOBR (now the Akhmat SOBR), where they continued to mock, after which they kept him in the basement for six months.
On January 22, it became known that Saydi Yangulbaev and her daughter left Russia because of fear for his life. On January 31, a criminal case was opened against the abducted Musayeva for “use of violence against a representative of the authorities”. On the same day, her son Ibrahim was charged with public calls for terrorist activities.
On February 2, the court arrested Musayeva for two months.
Threats against the Yangulbaev family were made by the head of Chechnya, Ramzan Kadyrov. He named seven “accomplices of terrorists” and called on them to detain, and in case of resistance – to “destroy”. Kadyrov also wrote: “Be that as it may, I declare that this family is waiting for a place either in prison or underground. And it doesn’t depend on me anymore.”
Following Kadyrov, State Duma deputy from Chechnya Adam Delimkhanov live on Instagram promised cut off the heads of members of the family of Judge Saydi Yangulbaev.
Press Secretary of the President Dmitry Peskov repeatedly declaredthat the Kremlin does not consider it necessary to deal with complaints about Kadyrov’s threats, and the promises of death are the “personal opinion” of the head of Chechnya.
