The Ministry of Education of Russia has prepared a draft law regulating the cooperation of universities and schools with foreign organizations. About it informs publication “Siberia.Realities”. Document placed on the federal portal of draft regulations.
The draft provides for the refusal to cooperate on a number of grounds: the organization is included in the register of “undesirable” in Russia, being on the list of persons who are prohibited from entering Russia, and having a criminal record for a serious or especially serious crime.
If a school or university wants to cooperate with foreign organizations, they will need to apply for an opinion from the Ministry of Education or the Ministry of Education and Science.
The bill covers, among other things, cooperation in the development and implementation of educational and scientific programs, sending Russian students, teachers and scientists to study, joint scientific research, holding international scientific events and exchanging educational and scientific literature.
The bill does not apply to contracts for the training of foreign citizens and employment contracts with foreigners.
In August 2019, the Ministry of Higher Education and Science sent out recommendations to subordinate organizations on contacts with foreign and international organizations and the reception of foreign citizens. The order, in particular, provided that Russian scientific organizations would have to notify the Ministry of Education and Science about a planned meeting with foreign colleagues five days in advance, providing a list of participants. Later, the ministry added that the document was advisory in nature, and in February 2020 the order canceled.
