Hundreds of prisoners of IK-10 in Ulyanovsk went on a hunger strike to protest against torture. How informs human rights project Gulagu.net, employees of the Federal Penitentiary Service used physical force against convicts and humiliated them.

The founder of the human rights organization Gulagu.net, Vladimir Osechkin, citing his own sources, said that for a month they “carried out educational measures” with the convicts if they refused to comply with the humiliating demands of the correctional colony employees.

Osechkin told The Insider that Alexander Yemelyanov and Oleg Ruban stand out among the employees of the Federal Penitentiary Service involved in torturing prisoners of IK-10. Yemelyanov is an employee of the department and regime of the UFSIN, who was sent to IK-10 by the head of the regional UFSIN Sergey Baldin. Oleg Ruban is the head of the Security Department of IK-10, who “carries out exclusively the commands of Baldin and his first deputy Akimov.”

“These two from Wednesday decided to “break” the prisoners in the detachment of strict conditions of detention. Beaten, put on stretch marks; there were searches in the evening and at night as a formalization of the use of violence. They stripped naked, dragged the men by the arms and legs to the toilet. Emelyanov threatened two of them that he would rape them, ”Osechkin said.

Also, a relative of a prisoner from one of the Ulyanovsk colonies, who collects information about torture in the regime institutions of the region, told the human rights activist about bullying by Emelyanov and Ruban.

“On February 4, I got a call from a hidden number, didn’t introduce myself and asked for help, saying that in IK-10, employees Ruban and Yemelyanov demonstrate their genitals, promise to dip their heads into the toilet,” she says in a letter to Osechkin (available to The Insider) .

According to the human rights activist, Stanislav Akimov, the first deputy of Baldin, also left for the correctional colony on Thursday. He, Ruban and Yemelyanov ordered the employees of the IK not to document the traces of beatings and not to send materials to the TFR.

When asked why the FSIN officers needed to “break” the prisoners right now, Osechkin replies that it’s all about “fashion”.

“I think it’s a trend in general, it’s in fashion. We have information that the first deputy head of the main department of the Federal Penitentiary Service, Anton Efarkin, who is now seconded to Saratov until May 22 for the post of acting, is one of the adherents of this tightening of the screws. Sources report that Efarkin has direct contact with both Baldin and this entire team, agented by the Federal Penitentiary Service. I mean Ruban, Emelyanov – such local Ulyanovsk sadists who do not do this without a go-ahead. Obviously, they want the whole council to be like the “Black Dolphin” (EC for life-sentenced in Sol-Iletsk; its prisoners are under constant surveillance and spend 16 hours a day on their feet – approx. The Insider).
