Information about the founders of the fund Katerina Tikhonova “Innopraktika”, the fund named after. Akhmad Kadyrov, the Sergei Roldugin Foundation and the associated Talent and Success Foundation, as well as the RT TV channel, were removed from the Unified State Register of Legal Entities. The Innopraktika brand is used by the National Intellectual Development Foundation, headed by Vladimir Putin’s daughter Katerina Tikhonova. Information about the founders of the fund was removed from the register on December 15. In an extract from the Unified State Register of Legal Entities dated December 14, the only founder of the fund was Moscow State University. Lomonosov, but now this data is not in the register either. Even earlier, Katerina Tikhonova herself was listed as a co-founder.
Information about the founders was classified by decision of the state. As Sergey Uchitel, a partner at the Pen & Paper Bar Association, explained to ChTD, according to the order of the Federal Tax Service dated August 31, 2020, when registering certain types of legal entities, including NGOs and foundations, information about their founders can now not be provided. The reasons for these changes are not specified in the order.
Another example of the concealment of data of public interest is the widespread practice in Russia of classifying individual property owners associated with the state. In some cases, however, they subsequently declassify.
