US Republican Congressman Jim Banks developed a bill “On Putin’s Responsibility”, in which he proposed to impose sanctions against the President of Russia, his family members, Olympic champion in rhythmic gymnastics Alina Kabaeva and 35 other Russians, including businessmen, officials, heads of state channels and managers state corporations. The document allows the President of the United States to block the property of persons from the sanctions list and prohibit them from entering the country. The document requires Russia to be recognized as a country sponsoring terrorism, and Russian-backed militants in the Donbass to be recognized as terrorists. The bill significantly limits the operations of Americans with Russian public debt.

The bill also provides for sanctions against the Nord Stream 2 gas pipeline, including against organizations involved in “planning, construction, and maintenance of the pipeline.”
