US Republican Congressman Jim Banks developed a bill “On Putin’s Responsibility”, in which he proposed to impose sanctions against the President of Russia, his family members, Olympic champion in rhythmic gymnastics Alina Kabaeva and 35 other Russians, including businessmen, officials, heads of state channels and managers state corporations. It is proposed to introduce personal sanctions against billionaires Roman Abramovich, Alisher Usmanov, Gennady Timchenko and Oleg Deripaska; heads of Rosneft Igor Sechin, Transneft Nikolay Tokarev, Gazprom Alexey Miller and VTB Andrey Kostin; Mayor of Moscow Sergei Sobyanin and governors of the Moscow Region Andrei Vorobyov and St. Petersburg Alexander Beglov, head of the FSB Alexander Bortnikov and his son Denis, son of Security Council Secretary Nikolai Patrushev, former Putin chief of staff Igor Shuvalov, heads of the Presidential Administration, including former Prime Minister Sergei Kiriyenko , the current head of government Mikhail Mishustin and others.

The document allows the President of the United States to block the property of persons from the sanctions list and prohibit them from entering the country. The document requires Russia to be recognized as a country sponsoring terrorism, and Russian-backed militants in the Donbass to be recognized as terrorists. The bill significantly limits the operations of Americans with Russian public debt.
The bill also provides for sanctions against the Nord Stream 2 gas pipeline, including against organizations involved in “planning, construction, and maintenance of the pipeline.”
In addition, the congressmen proposed to oblige the team of the US President within six months after the entry into force of the law to publish a report on the personal status and sources of income of Russian President Vladimir Putin, members of his family and gymnast Alina Kabaeva, who has been repeatedly associated with Putin.
