According to the newspaper, now the authorities are conducting sociological research in order to find out the motives of people who do not want to be vaccinated.
The work will be supervised by two subdivisions: the Department for Provision of the State Council, headed by Alexander Kharichev, and the Department for Public Projects, which is headed by Sergei Novikov. Both are considered associates of the first deputy head of the Presidential Administration, Sergei Kiriyenko.
One of the sources of the publication said that one of the reasons for the failure of the vaccination campaign is the decline in confidence in the president. “So far, the main result of the polls is the distrust of Russian citizens in the authorities, the drop in the rating of the first person. Covid turned out to be the best poll here. There is an alienation of Vladimir Putin from the population, they no longer listen to him, it is the trust rating that is falling. They don’t listen to TV either, ”the source says.
It is precisely the fall in Putin’s rating that is critical for the formed political bloc. The topic of vaccination turned out to be “splitting” for the Russians, so they try to keep the president away from this issue. Decision-making is “lowered” into the regions, nothing is imposed from above.
“But there is a wish for proposals from the localities – it would be good if they were with a weirdo,” a source close to the Presidential Administration of Meduza describes the scheme of work. Example – draw tons of coal among the vaccinated in the Khabarovsk Territory. Thus, claims are redirected to the heads of regions.
Lack of confidence in the authorities is the main reason for the failure of the vaccination campaign, sources say. Many of the respondents believe that the authorities are injecting themselves with a completely different vaccine, to which ordinary people are not allowed.
At the same time, the authors of the study concluded that the majority of people protesting against vaccination are in fact hesitant, rather than radical opponents of vaccination. It is on them that the main efforts of the new campaign will be focused.
“People will be working on the network for this audience – maybe some opinion leaders, for whom“ not everything is so simple too, ”says a Meduza source. “They’ll first write skeptically about vaccinations, gain credibility, and then publicize an authoritative opinion on the safety of a vaccine — or research on how it alleviates illness. They will say that the vaccine is, in principle, safe for health, and getting a certificate makes everyday life much easier: it’s easier to travel, go to the cinema, and so on. ”
The presidential press secretary Dmitry Peskov, answering questions from the publication, said that the presidential administration had nothing to do with the public relations campaign for vaccination of the population. He also stressed that “the initiative of the bill on QR codes refers specifically to the Cabinet of Ministers.”
