Roskomnadzor refused to register the publication “Pskov province” as a media outlet due to the fact that its founder Denis Kamalyagin is included in the register of “foreign agents” informs human rights project “Network Freedoms”.
According to the project, in its objections to challenging the refusal to register a publication, the department indicated that “foreign states, citizens and organizations cannot establish in any form control over the founder or editorial board, and also actually determine the decisions they make” (Article 19.1 of the Law “On in mass media”).
The RKN believes that the inclusion of Kamalyagin in the register of media performing the function of a “foreign agent” indicates that he is controlled by someone from abroad.

Together with him, human rights activist Lev Ponomarev, activist Daria Apakhonchich from St. Petersburg, as well as the journalists of Radio Liberty and 7×7 Sergei Markelov and Lyudmila Savitskaya were included in the first list of natural persons – “foreign agents”. Journalist appealed against status in court, but that admitted the decision of the Ministry of Justice is legal.
On September 14 this year, the Ministry of Emergency Situations of the Pskov region demanded initiate a criminal case against Kamalyagin on the spread of fakes. The day before this journalist caused for interrogation at the Center of the Ministry of Internal Affairs for Combating Extremism (Center “E”). The reason was news “Pskov province” on the spill of chemicals at military exercises near Pskov. In a note dated September 8, citing the press service of the Porkhovsky District Prosecutor’s Office and the regional Ministry of Emergency Situations, it was reported that an emergency occurred during the exercises at the training ground in the Strugo-Krasnensky District, due to which four people were injured.
