The government has approved a list of departments, whose state purchases will be classified. These departments will include the Russian Guard and the Federal Security Service (FSO), as well as institutions and enterprises under their control. The purchases of the Ministry of Defense, the Foreign Intelligence Service and the FSB will remain classified.
The FSO asked to classify its purchases at the beginning of 2019, then the National Guard made a corresponding initiative, reminds RBC. The security service explained the need for the bill by the fact that the number of threats, including of a terrorist nature, in relation to the objects protected by them, had increased.
In June 2020, a proposal to classify the purchases of Rosgvardia and the FSO, as well as Roscosmos, appeared in a revised draft law of the Ministry of Finance, which the department had prepared as part of the reform of the contract system. Roscosmos itself believed that procurement in accordance with the current rules could lead to the disclosure of information of limited access in the field of space activities.
In 2018, the Anti-Corruption Foundation released an investigation into the purchase of food for the National Guard, the cost of which increased several times after the Druzhba Narodov meat processing plant became a single supplier of food for the department. The decree on this was signed on December 2, 2017 by the head of the government Dmitry Medvedev.
