The Investigative Committee opened a criminal negligence case after the murder of two 10-year-old schoolgirls in the Kemerovo region, informs press service of the department. The case under Art. 293 of the Criminal Code was brought against police officers who supervise previously convicted people released from colonies. Them threatens up to seven years in prison.
Two girls gone on the morning of September 6, in the city of Kiselevsk, when we went to school. The next day, investigators found their bodies. Earlier, on September 7, a 41-year-old previously convicted resident of the town of Myski was detained on suspicion of murder. The base and 112 without specifying sources, they write that his name is Viktor Pesternikov. He was caught on security cameras in a store, where he went with children. In the video of the first interrogation, a man toldthat the girls themselves allegedly asked him to buy seeds for them, and he “treated” them to soda. According to Life Shot and The base, later Pesternikov showed the place of the murder and confessed that he had raped and strangled the schoolgirls. Officially, the UK did not disclose such details.
The Investigative Committee clarified that in April 2009 the man had already been sentenced to 10 years in prison for committing a violent sexual crime against a child (part 4 of article 132 of the Criminal Code). RIA News” clarifiesthat Pesternikov was convicted of pedophilia, and after his release from prison he violated the conditions of supervision at least twice.
In 2019, he was released and registered with the administration. The man had to observe the following restrictions until 2027: check in at the police station at the place of residence twice a month, leave the house at night (from 22:00 to 6:00), attend public events and catering establishments where they sell alcohol.
Restrictions of Pesternikov did not comply, therefore, the court eventually toughened them, obliging him to report to the police department three times a month and forbidding him to go outside after 21:00. At the same time, the man was allowed to move freely around the Kemerovo region. The Kuzbass member moved to Kiselevsk, but the law enforcement officers did not register him. The employees of the Ministry of Internal Affairs were obliged to control the administrative supervision of those released from the strict regime colony, but this was not done.
