An annual action in memory of the victims of the terrorist attack in Beslan took place in Moscow

In Moscow, an annual memorial ceremony is held near the monument to the victims of the terrorist attack in Beslan on Solyanka. informs “Rain”. It is attended by Anna Kuznetsova, Commissioner for the Rights of the Child under the President of the Russian Federation.

Traditionally, 334 white balloons were launched into the sky according to the number of deaths, informs RIA Novosti.

About holding the ceremony earlier reported press service of the Department of National Policy and Interregional Relations of Moscow. The department noted that a memorial service for the dead will be held at 12:20 in the Church of the Nativity of the Blessed Virgin Mary on Kulishki. “At 13:00 on the square in front of the temple, a flower-laying ceremony will take place at the monument to the victims of the terrorist act,” the press service added.

On September 3, flower-laying will also take place at the Nikolo-Arkhangelskoye cemetery, in the city of Zhukovsky and the village of Yurovo, Ramensky district of the Moscow region – at the graves of soldiers of the special forces “Alpha”, “Vympel” and employees of the Russian Emergencies Ministry.

All events will be held in compliance with sanitary standards, the authorities emphasized. However, the video footage from the site of the memorial ceremony on Solyanka shows that the vast majority of those present did not wear masks and do not observe social distance.

On September 2, diplomats from a number of EU states brought flowers to the monument to the victims of the terrorist attack in Beslan.

Let us remind you that on September 1, 2004, in the building of school No. 1 in Beslan, Chechen terrorists took hostage more than 1,100 people: teachers, children and their parents, who had come to the ceremony. The militants demanded the withdrawal of Russian troops from Chechnya, but the authorities actually refused to negotiate. On September 3, the storming of the school began, during which 334 people were killed, including 186 children.

The terrorist attack became the largest in the history of Russia in terms of the number of victims. The only surviving terrorist, Nurpashi Kulaev, was sentenced to life in prison.

European Court of Human Rights in 2017 obliged Russia to pay about 3 million euros to the relatives of the victims of Beslan. The ECHR ruled that the Russian authorities failed to cope with the obligation to prevent a possible threat to the lives of people and did not plan the assault in such a way as to minimize losses.
