Investigators opened a criminal case against employees of correctional colony No. 7 of the Federal Penitentiary Service in the Saratov Region, who are accused of negligence. According to the RF IC, the inmates of this colony grew hemp and also stored prohibited substances.
“According to preliminary data, bushes of narcotic plants were cultivated on the territory of IK-7, as well as the storage of narcotic drugs of plant origin and alcohol-containing liquid, mobile phones and headsets for them and other household items that are prohibited for use by convicts,” it says in the message of the regional department of the RF IC.
The case is being investigated by the Department of the Investigative Committee of the Russian Federation for the Zavodskoy District of Saratov. FSIN officers are charged with Part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence) and clause “c” part 3 of Art. 286 (abuse of office, that is, the commission by an official of actions that clearly go beyond his powers with the infliction of grave consequences) of the Criminal Code of the Russian Federation.
Earlier in IK-7, a similar case of negligence had already been initiated, as well as a case under Part 1 of Art. 105 of the Criminal Code of the Russian Federation (murder). According to the investigation, on November 12, due to the lack of control on the part of the administration over the actions of the convicts, one of them during the conflict stabbed the other with a knife. From the received wound, the prisoner died on the spot.
Currently, in the penitentiary institutions of the Saratov region, inspections are carried out with the participation of auditors from Moscow, who were sent by the leadership of the FSIN after the scandal with the publication of videos of torture and rape of prisoners. In this way money and information were extorted from them. The crimes were committed, in particular, in the regional tuberculosis hospital No. 1 of the Federal Penitentiary Service for the Saratov Region (OTB-1). The torture of prisoners was supervised by officers of the Federal Penitentiary Service and the FSB, approves project Gulagu.net.
Against the backdrop of the torture scandal and checks in the colonies, there are conflicts between prisoners on the basis of accusations of cooperation with the authorities. So, on the evening of November 16, in PKU IK-13, “a group of convicts, being at the fence of the territory of the local detachment, expressed a threat to use violence against the convicts detained in this detachment, out of revenge for the cooperation of the latter with the administration of the institution,” according to the RF IC.
“Illegal actions of the convicts were suppressed by the employees of PKU IK-13 of the Federal Penitentiary Service of Russia in the Saratov Region,” the investigating department added.
Employees of the Department of the Investigative Committee of the Russian Federation for the city of Engels opened a case under Part 1 of Art. 321 of the Criminal Code of the Russian Federation (the threat of violence against convicts out of revenge for the assistance provided to them by the administration of the institution).
