In Blagoveshchensk, Amur Region, bailiffs closed the Grace rehabilitation center for the homeless for 30 days. The residents of the shelter were thrown into the street.

The reason for the closure of the shelter was the lack of fire hydrants and large water tanks. In addition, according to officials, during the operation of the building, its functional purpose was changed, there are no emergency exits, and the head of the center has not been trained in the fire-technical minimum.
“It will not be possible to install a hydrant, because there are simply no appropriate communications in this area of the city,” says the founder of the shelter, Vitaly Skrylev. According to him, more than 1 million rubles will be required to install water tanks near the orphanage building.
“We, a non-profit organization, do not have that kind of money,” he added.
According to Skrylev, there are emergency exits in the shelter, but they do not meet the fire safety standard. writes Amur.Life. “For example, there is an iron door, but not this one is needed, but a different one,” explained the chairman of the center.
On October 19, the Blagoveshchensk City Court found the Blagodat rehabilitation center guilty of an offense under Part 2.1 of Art. 20.4 of the Administrative Code of the Russian Federation (violation of fire safety requirements). On the same day, at about 20:00, bailiffs came to the shelter, took 29 guests out into the street, not allowing the volunteers to prepare for the closure, and sealed the building. Later, some of the homeless were sent to the Nadezhda orphanage, and some to a shelter in the neighboring town of Belogorsk. However, about ten people ended up on the street.
The press service of the Ministry of Emergency Situations in the Amur Region explained that the shelter was closed due to “creating a threat to the life and health of people.” “In particular, the absence of fire-prevention automation, violation of the escape routes, the absence of internal and external fire-fighting water supply systems,” the Ministry of Emergency Situations said. “In general, this room is not intended for a shelter, because technologically it is just a residential building.”
According to Skrylev, the shelter was created 4 years ago with donations and provides temporary housing for the homeless. Volunteers help some of them to live in a nursing home, others – to restore documents or return home.
