Ekaterina Muranova, a resident of the city of Medvezhyegorsk in Karelia, was excluded from the list of extremists and terrorists of Rosfinmonitoring. She stayed in this registry for more than two years, because of which she was deprived of her livelihood and could not even buy medicine for her sick child.
On October 15 Muranova received an SMS from Rosfinmonitoring. The message said that she was removed from the list and her accounts were unblocked. “I don’t even know what I feel, – said Muranov to the publication “Sever.Realii”. – I am glad that all this did not drag on for another year. I just came from Sberbank, they gave me a piece of paper to write a statement [на открытие счета]».
Earlier, Muranova periodically wrote on her Facebook page that she had money problems, asked concerned people to transfer money to her mother’s card. Muranova needed money for food and medicine for her son, who suffers from several chronic diseases.
At the end of 2019, Yekaterina Muranova was found guilty of committing a crime qualified under the article “Justification of terrorism”. Her fined for 350 thousand rubles. The criminal case was opened because of the girl’s comment on the VKontakte social network. It was dedicated to the explosion in the Arkhangelsk department of the FSB, which was carried out by the 17-year-old anarchist Mikhail Zhlobitsky. In the summer of 2019, Muranova was included in the list of extremists and terrorists.
The project “Legal Protection of the Postcard” helped to raise the money to pay the fine to Muranova. In December 2020, the European Court of Human Rights registered Ekaterina Muranova’s complaint against a fine in the case of justifying terrorism.
In March 2021, the Karelian security forces opened a criminal case for insulting a government official because of a comment under her Facebook post. Muranova was summoned for questioning as a witness.
When included in the list of extremists and terrorists, which is maintained by Rosfinmonitoring, it is allowed to spend only 10 thousand rubles a month from salary for a family member. In this case, it is necessary to pay taxes and obligations that arose before inclusion in the list. Pensions, benefits and other social benefits can be spent without restrictions.
You can exclude a person from the list only on two grounds: in the appeal, the accused was acquitted or the conviction was canceled.
“Specifically, in the case of Muranova, since she was sentenced to a non-custodial sentence, if the verdict enters into force, the conviction will be canceled after a year from the date of execution of the sentence, that is, the payment of the fine. After being removed from the list, banks will have to unblock their accounts, ”explained Damir Gainutdinov, a legal analyst with the Agora human rights group.
After the explosion on October 31, 2018 in the Arkhangelsk FSB FSB, the security forces began to actively look for possible accomplices, like-minded people of the deceased teenager Mikhail Zhlobitsky and simply sympathizers. People from all walks of life began to get involved in the development. Some of them received real terms of imprisonment or were sentenced to compulsory treatment.
The loudest case was the case against the Pskov journalist Svetlana Prokopyeva, who, on the air of the Echo of Moscow in Pskov station, “subjected the situation in the country to a critical analysis” in the context of the terrorist attack in Arkhangelsk. In particular, the journalist said that the state “itself educated” the generation of citizens who are fighting against it. July 6, 2020 court sentenced her to a fine of 500 thousand rubles.
