The human rights organization “Soldiers’ Mothers of St. Petersburg” will stop protecting the rights of conscripts and contract soldiers. About it it says in the organization’s statement.
This is due to the adoption by the FSB of a list of information for the collection and dissemination of which may result in criminal liability. According to the statement, the work of human rights defenders, lawyers and journalists is no longer possible due to the new order.
“We will not even be able to write about the filed allegations of crimes, as well as about the situation in specific units. Obviously, this will affect the level of security of conscripts, ”the statement says. In this regard, human rights defenders announce the termination of this line of work and advise the relatives of servicemen to unite and independently defend the interests of those close to them.
The Insider in the organization explained that the direction for the protection of military personnel undergoing military and contract service was closed. “We continue to work in the area of human rights protection with conscripts, pre-conscripts, as well as in the field of alternative civilian service,” the press service of Soldiers’ Mothers of St. Petersburg said.
According to Soldiers’ Mothers, in 2021, for the first time in seven years, the number of identified cases of hazing began to grow in Russia, the army continues to be closed from society, and problems are hushed up. Now the situation may worsen even more – appeared order FSB, according to which for the transfer abroad of information about the observance of the rule of law and the moral and psychological climate in the troops, an organization can receive the status of a “foreign agent”.
In fact, anyone can be recognized as a “foreign agent”, for example, a mother who received money from a foreign fund and publicly shared her story about her son, spoke formerly to Novaya Gazeta, lawyer for Soldiers’ Mothers of St. Petersburg, Anton Shcherbak. According to him, the organization predicted the adoption of such a list of “forbidden information”. “We will find some use for ourselves, but society as a whole and those parents whose children will be left alone with the system are in the red,” the lawyer summed up.
The chairman of the organization, Oksana Paramonova, confirmed to The Insider that she and her colleagues knew about the upcoming changes, but it was not clear in what form they would be adopted. According to Paramonova, “Soldiers’ Mothers” wanted to prepare a human rights commentary, but after the publication of the FSB order “it became obvious that it was pointless to negotiate its changes.”
The head of the organization noted that, in general, the attitude of the authorities towards the “Soldier’s Mothers” has always been restrained, and sometimes cold. It was possible to cooperate with individual structures, for example, to work jointly on issues of the right to alternative service. “To a lesser extent, the authorities reacted to the monitoring materials on human rights violations during conscription in the army,” said Paramonova.
Let us remind you that the FSB approved a list of information that does not belong to the state secret, but the receipt of which by foreign states, foreign citizens and international organizations can be “used against the security” of Russia. The list consists of 60 items. All of them relate to informing about any military activity and the work of Roscosmos. Foreign agents may be recognized for transmitting the following information:
- information on the assessment and forecasts of the development of the military-political, strategic situation;
- information about the location of the Armed Forces of the Russian Federation and units of power structures;
- information about the mobilization, combat and mobilization training of troops;
- information about the observance of the rule of law and the “moral and psychological climate” in the troops;
- information on the use of quantum technologies and artificial intelligence in the creation of new weapons and special equipment.
- information on the target programs of Roscosmos, information on the procedure, timing and amount of financing of the company;
- information about the problems, including financial and economic ones, hindering the development of Roscosmos;
- information on the creation and implementation of space technologies in the interests of the country’s defense and state security;
- information on the development of space nuclear power;
- information disclosing the initial data for the conclusion of international treaties in the field of space activities.
