For nine months of 2021, the courts declared almost 137.5 thousand citizens and individual entrepreneurs bankrupt, which is 1.8 times more than in the same period of 2020. About it testify data from the Unified Federal Register of Bankruptcy Information.
“Such dynamics is associated with the development of the institution of bankruptcy itself, the gradual growth of confidence in the procedure,” said Deputy Minister of Economic Development Ilya Torosov.
During the existence of the personal bankruptcy court procedure since October 2015, almost 420 thousand citizens were declared insolvent. According to statistics, as a rule, citizens themselves initiate their bankruptcy, unlike companies where creditors act as applicants. In January-September 2021, citizens initiated 95.15% of bankruptcy cases themselves, a year earlier – 94%.
Most of the bankrupt citizens in January-September 2021 were in Moscow (7402), Moscow region (7315), Krasnodar region (6882), St. Petersburg (6086), Samara region (5917), Sverdlovsk region (5595), Bashkortostan (5340), Rostov (4341), Chelyabinsk (4152) and Volgograd regions (3668).
From September 1, 2020, Russia has a free personal bankruptcy procedure through multifunctional centers. It can be used by citizens who have outstanding obligations in the amount of 50-500 thousand rubles and in respect of whom enforcement proceedings were terminated due to lack of property and a new one was not initiated after the return of the enforcement document to the claimant.
