Roskomnadzor said it would begin testing in September blocking some foreign Internet encryption protocols that hide the site’s name. This was reported by Kommersant.
Services that support foreign encryption protocols include Google’s DNS servers, Cloudflare, and the DoH service implemented by Mozilla and Google.
According to the publication, earlier state-owned companies received a letter with a request to check whether they are using encryption protocols that hide the name of the site. They were also asked to connect to the DNS services of Russian telecom operators or to the National Domain Name System by September 9th.
“The letter did not say about blocking, but usually state structures receive such documents shortly before them. According to independent IT expert Artem Ionov, protocol blocking testing took place on the evening of September 8. He published information about this on Twitter, ”writes Kommersant.
When using encryption protocols that hide the name of the visited site, the ISP cannot determine which domain the user is connecting to. This, in turn, can make it harder to block access to prohibited resources.
According to Alexei Navalny’s associates and IT specialists, Roskomnadzor is thus trying to close access to the Navalny application, which uses Google and Cloudflare services, against the backdrop of the upcoming elections to the State Duma. The application contains the Smart Voting function.
In addition, on September 9, the department demanded from Apple, Google, Cloudflare and Cisco not to allow Smart Voting to bypass the blocking in Russia, adding that if refused, it would be perceived as “foreign interference in the election campaign” in the elections to the State Duma. Roskomnadzor also demanded that Google and Apple remove the Navalny application from their sites. Earlier, the department began blocking the site of “Smart Voting” in Russia in the framework of the implementation of the law on “sovereign runet”.
