In June, the Valdai District Court of the Novgorod Region satisfied the claim of correctional colony No. 4 and established administrative supervision over Shishkin for a period of eight years.
Shishkin must report once a month to the police station at his place of residence. He is also forbidden to leave his place of residence at night, travel outside a certain area and attend public events.
The Moscow District Military Court at a retreat in St. Petersburg delivered a verdict to Igor Shishkin in January 2019. He was given 3.5 years in a general regime colony. Shishkin’s case was considered in a special order, he pleaded guilty and entered into a pre-trial agreement on cooperation with the investigation.
Shishkin, unlike other defendants in the Penza case, did not claim torture, but after his arrest, the POC members learned that doctors diagnosed him with a fracture of the lower wall of the eye socket, numerous hematomas and abrasions.
Shishkin was detained in St. Petersburg at the end of January 2015 along with Viktor Filinkov and Yuliy Boyarshinov. Prior to that, in October 2017, Dmitry Pchelintsev, Ilya Shakursky, Yegor Zorin, Vasily Kuksov and Andrey Chernov were arrested in Penza. In July, two more defendants were arrested in Penza – Mikhail Kulkov and Maxim Ivankin.
According to the investigation, all of them participated in the terrorist community “Network”, which allegedly prepared an armed uprising and explosions during the presidential elections and the World Cup. Shishkin and Filinkov allegedly took part in the St. Petersburg structural unit “Field of Mars” (“Mars”) of the “Network” terrorist community.
Filinkov said that the FSB officers beat him and tortured him with an electric shock, forcing him to memorize the wording of his confession.
