Nine foreign citizens were sentenced in the Amur Region to terms of imprisonment for a pogrom on the territory of the rotational camp of the Amur Gas Processing Plant (GPP). The builders were in conflict with the management of the enterprise in the summer of 2020.
The workers were charged under Part 2 of Art. 212 of the Criminal Code of the Russian Federation (participation in mass disorders), which provides for from three to eight years in prison. Svobodnensky City Court sentenced six foreign citizens to 1.5 years in prison, three to one year and seven months in prison, informs site of the regional administration of the RF IC. They will serve these terms in a general regime colony, and then the authorities “will decide the issue of their deportation.”
“In relation to other active participants in the riots, criminal cases are being considered in court,” the RF IC added.
According to the investigation, on July 13, 2020, in the city of Svobodny, on the territory of the construction site of the Amur gas processing complex, a conflict arose between foreign citizens and the leadership of the Renaissance Heavy Industries organization with which they had an employment relationship. It was caused by “disagreements regarding the reimbursement of expenses for paying patents for labor activity” in the territory of the Russian Federation. The employers deducted the cost of the patent (about 6 thousand rubles) from the salaries of migrants, promising to pay them in addition when issuing an advance, transfers Interfax.
“As a result, riots occurred with the participation of workers using stones, wooden sticks, metal rods and other objects posing a danger to others, which led to pogroms in office premises, a store and cell phone stores, residential premises located in the construction camp,” – reported in the RF IC.
About 300 workers took part in the riots. The riot police of the Russian Guard arrived at the scene. During the prosecutor’s check, it turned out that the employer unilaterally withheld 14.4 million rubles from the salary of more than 1,000 workers to pay for patents for two months.
Criminal cases were initiated under Part 2 of Art. 212 of the Criminal Code of the Russian Federation (participation in riots) and under Part 2 of Art. 213 of the Criminal Code of the Russian Federation (hooliganism). The most active participants in the riots were taken into custody.
During the investigation, the employees of the RF IC examined the damaged premises of the contractor and retail outlets in the residential sector of the complex, examined the accounting documentation, interrogated representatives of the employer and builders with the participation of translators, held confrontations between witnesses and the accused.
Operational support was carried out by employees of the regional departments of the FSB, the Ministry of Internal Affairs and the National Guard.
