Russian President Vladimir Putin gave a number of instructions following a December meeting with the Human Rights Council. In particular, he instructed The Ministry of Justice, the Prosecutor General’s Office and the HRC should analyze the legislation on “foreign agents”, including the part regarding the exclusion of organizations from the register of “foreign agents”. “If necessary,” the Ministry of Justice and the Prosecutor General’s Office will have to provide proposals to change the law.
During a meeting with the HRC in December 2021, Pavel Gusev, editor-in-chief of Moskovsky Komsomolets, said that he saw on social networks a photo of a journalist recognized as a “foreign agent”, where she and her daughter decorate a Christmas tree. She was forced to mark the post with the photo with a note about “foreign agency”. Putin named such cases are “comical” and stated that the law on “foreign agents” needs to be worked out with the professional community.
“Of course, the examples that you have given now are comical, and the completely excessive reaction to which you drew attention is obvious,” Putin agreed.
The Ministry of Justice must submit its proposals by May 1.
January 28 at lawyer Ivan Pavlov excited case of non-fulfillment of the duty of a foreign agent. A protocol was drawn up against him under Part 1 of Art. 19.34.1 of the Code of Administrative Offenses. The reason for this was the lack of labeling of publications of the media as a “foreign agent”.
