“In fact, the introduction of a new separate article of the Criminal Code“ Torture ”is being replaced by surrogate norms. We believe that the adoption of the draft law in the proposed form will not lead to the eradication of torture in Russia and will not allow effective prosecution of all perpetrators, ”the statement of the human rights activists says.
The text of the statement was signed by representatives of the Memorial Human Rights Center, the Moscow Helsinki Group, the Committee Against Torture, the Civic Assistance Committee, the Sova Center, the OVD-Info project and other organizations.
December 20 Senators Andrei Klishas and Vladimir Poletaev, as well as State Duma deputy Pavel Krasheninnikov made to the lower house a bill that proposes to qualify torture as a form of abuse of office (Article 286 of the Criminal Code) and coercion to testify (Article 302 of the Criminal Code).
