In Buryatia, an employee of the fire service of the Ministry of Emergency Situations, Aleksey Popov, was seriously injured while being detained by officers of the Russian Guard. They beat the detainee for several hours and threatened him with rape.
Rosgvardeytsy still have not been punished, although there are testimonies of witnesses and the results of a medical examination confirming the injuries of the victim. Aleksey Popov has been undergoing treatment for several months now. “The main treatment has passed, physio is still underway, medications are injected. For medical reasons, I can take up light work. But at our work there is no such work, of course, “- told firefighter to the project “Siberia.Realii”.
Rosgvardia officers detained a resident of Ulan-Ude Alexei Popov for no reason on the evening of August 3 in the courtyard of his own house. At first, the security forces extorted 5 thousand rubles, which he prepared as a gift for his brother. Then they took Popov to the police station.
On the way, the detainee was handcuffed, and immediately after that one of the National Guard officers asked his partner to hit him, which he did. “I understand that everyone will blame me, although I didn’t beat him,” Popov recalls. Later it turned out that the Rosguards who had detained him were brothers.
They put a bag on Popov’s head and began to strangle him with the words: “We’ll take you out to the river, you **** in the ass, we will film it all on camera, you won’t go anywhere to complain.”
At the police station where Popov was taken, the police did not respond to his complaints of threats and torture. According to the fireman, his hands were so squeezed by handcuffs that they could be removed only on the fourth attempt and together with “pieces of skin”.
From the police, Popov was taken to a narcological dispensary. On the way, one of the National Guards beat him in the ears and in the face, stabbing him with something sharp in the chest. The security officer also took out a truncheon, began to poke it in the face of the detainee and demand: “Lick”.
In the dispensary, the doctors did not react in any way to Popov’s complaints and requests to call the police. The detainee was taken back to the car, and one of the Rosguards remained in the medical facility to fill out the paperwork. His partner told Popov: “That’s it, you ***** (the end), you will now be drunk on papers, smoky and chopped up.” The Russian Guard began to beat the detainee with a truncheon on the back and head. Popov shouted loudly and called for help. “It was already about 23 o’clock. In the narcological dispensary, all the windows were open, people sat on the windowsills in the wards and watched, ”he says.
When asked why they were beating him, Popov was told: “You are a lump. I don’t like your ******** (face). “
During the night he spent at the police station, the beaten firefighter passed out several times. The Interior Ministry officers saw what condition he was in, but did not call an ambulance. Then a report was drawn up against the detainee for disobeying the legal requirements of a representative of the authorities (Article 19.3 of the Administrative Code of the Russian Federation). The trial took place on the same day on August 4 and lasted 10 minutes. Popov was sentenced to a fine of 3,000 rubles.
Two months later, Popov achieved a review of the case: the Supreme Court overturned the verdict and returned the materials to the Oktyabrsky District Court, which this time acquitted the EMERCOM employee.
“It is interesting that the Russian Guard had as many as three versions of the arrest,” says human rights activist Nadezhda Nizovkina. – First: he passed by and for some reason cursed them with obscenities, then they decided to involve him for petty hooliganism, but they never did it. Second, by coincidence: he allegedly went through the orientation, one says under the article “fraud”, the other under the article “robbery”. But this is also not formalized! And the third – the suspicion that he had drugs with him. But immediately during the search they did not find any drugs. However, they didn’t let go. ”
The Investigative Committee is still checking on Popov’s statement, but a criminal case has not been initiated. And the Rosguards who beat him for several hours are trying to put pressure on him. One of them was waiting for the victim at the entrance of his house. “Aleksey, hello, I need to talk to you,” said the Rosgvardia officer, but Popov refused to talk to him, and then reported this to the RF IC, considering the actions of the Rosguardsman as a threat.
“Maybe tomorrow they will shoot me at the entrance. They will say that he did not obey the “legitimate demands,” Popov shared his fears. But the RF Investigative Committee replied that they could not take action, since the employee of the National Guard “did not violate any law.”
