Former head of the Krasnoyarsk department of the Federal Penitentiary Service Vladimir Shaeshnikov, who sanctioned torture of prisoners, became a new member public council FSIN.

How investigators cover up their sadistic colleagues ”, quoted former prisoner Kiyutsin, who claimed that it was Shaeshnikov who in 2018 signed contracts with the FSIN officers Leonov and Punenko, who took him into “commercial development”, tortured and beat him.
According to Kiyutsin himself, Leonov and Punenko, at the suggestion of Shaeshnikov, brutally beat him, forcing him to give the testimony they needed, as well as to finance the repair of the prison.
“They beat me well,” said Kiutsin. In less than two weeks, his wife transferred more than half a million rubles to the pre-trial detention center. The money was transferred to the accounts of relatives of other prisoners, who later gave them to the FSIN officers.
At the same time, as noted by Kiyutsin, Leonova and Punenko were brought directly to the cell with prostitutes and drugs. Often these things happened on weekends so that management could claim they knew nothing of the sort.
“These contractors are brought under a specific person, they are assigned tasks, alcohol and drugs are brought there,” explained Kiyutsinin, adding that such actions were tightly controlled by Shaeshnikov himself.
Shaeshnikov was born in the Ust-Byur village of the Ust-Abakan region of the Republic of Khakassia. Since April 2005, he held the position of head of the main department of the Federal Penitentiary Service for the Krasnoyarsk Territory. He was awarded the orders “Badge of Honor”, “For Personal Courage” and medals “For Military” and “For Labor Valor.”
Formerly The Insider wrote that convicts who are in colony No. 31, located on the territory of the Krasnoyarsk settlement Industrialny, are severely tortured. Lawyers are reluctant to enter Industrialny, and the prisoners are kept in the basement for weeks after torture until the traces disappear.
