The State Duma adopted in the first reading the law on QR codes in public places.
The bill proposes to amend the federal law “On the sanitary and epidemiological welfare of the population.” According to the document, to access restaurants, shops and cultural institutions, you will need a QR code on vaccination, a certificate of a past illness or a medical withdrawal from vaccination.
Until February 1, it will also be possible to get into public places with a negative PCR test. After February 1, such an opportunity will be available only for people with a medical outlet.
During the discussion of the bill, communist deputies Denis Parfenov and Sergei Obukhov unrolled a poster “Communist Party of the Russian Federation against QR-fascism.” After that, they were surrounded by deputies from the “United Russia” and tried to remove the poster. State Duma speaker Vyacheslav Volodin said that according to the Duma regulations, it is forbidden to unfold posters in the conference room, this is a violation.
