Petr Ivanov, a lawyer at the Ryazan branch of the historical, educational and human rights society “Memorial”, has seized almost 140 million rubles from the state in a year in favor of sick children who need expensive medicines. This happened against the backdrop of attempts by the Russian authorities to strangle with fines and liquidate Memorial.
“During 2021, according to my court decisions, disabled children received medicines for a total amount of more than 139 million rubles!”, – wrote Ivanov on Facebook. In particular, the lawyer secured the allocation of 23.5 million rubles annually for the purchase of Sabril, 28 million rubles for the purchase of the anticancer Afinitor, 25 million and 63 million rubles for the purchase of Orkambi and Trikafta, a medicine for children with cystic fibrosis. ” respectively.
“This year the courts have satisfied 9 of my claims for the provision of apartments to orphans – this is equivalent to 14 million rubles. Also, 2 claims were satisfied for the provision of housing for disabled children in the amount of approximately 5-6 million rubles, ”added Ivanov.
According to him, the lawyer was “shocked and surprised” by evaluating the amount of work done in monetary terms. At the same time, “many of the results of the work either cannot be estimated in money, or the result will be only next year.”
Memorial’s lawyer claims that many are ready to donate money to foundations to help seriously ill children, but that they are not so active in supporting organizations that provide legal assistance to children with disabilities. Meanwhile, legal support for sick children and their parents can have a greater effect.
“What is more effective – to collect 4 million rubles for one package of Trikaft medicine for a child, which will last for one month, or to send this money to lawyers who will knock out medicines for 10, 20, 50 children ?! By the way, we will be able to work for 4 million rubles for two years !!! How much can we do in this time? This is about the effectiveness of charity, ”says Peter Ivanov.
The recent death of a 10-year-old girl with cystic fibrosis testifies to the importance of legal support for families with sick children. The parents of a sick child received from the state only a basic set of medicines, but not vital and expensive antibiotics and medical equipment.
The girl’s mother filed a lawsuit against the Ministry of Health of the Nizhny Novgorod Region and won the court. However, officials were in no hurry to comply with the court’s decision. They said that the budget for the current year has been exhausted, and the medicine can only be purchased in February 2022, which the girl did not live to see. After her death, the RF IC aroused criminal case.
Society “International Memorial”, in which Peter Ivanov works, for many years exposed strong pressure from the authorities. At the moment, the Supreme Court of the Russian Federation is considering a claim to liquidate an organization that was previously recognized as a “foreign agent”. According to the Prosecutor General’s Office, Memorial “repeatedly and grossly” violated Russian laws.
In addition, expertise discovered linguistic and psychological signs of justifying extremism and terrorism in the register of political prisoners maintained by the Memorial Human Rights Center, which is part of the International Memorial. The expert opinion, as it turned out later, was drawn up mathematics teacher Natalia Kryukova and translator Alexander Tarasov. Previously, they wrote such expert opinions on a number of high-profile cases, acting as religious scholars, sexologists, culturologists, social anthropologists, linguists and legal scholars.
