In addition to the aforementioned WTC LLC, Baskin is also a co-founder of WTC Analytica JSC (more than 4.9 billion in government contracts), where, coincidentally, the minister’s mother, Tatyana Vladimirovna, is employed. And also Antenmed LLC (more than 2 billion in government contracts) and a number of other companies that invariably receive contracts from the state.

Another place of work of the official’s wife is Vega LLC. This company was deprived of government orders, but not its owner Vladimir Gerasimov. Together with Baskin and Pogorelov, he owns MSK LLC, which concluded government contracts on repair objects Ministry of Finance, where at the same time Anton Kotyakov served as deputy minister. “WTC”, in which Kotyakov’s wife received a salary, performed work on repair drainage system of the pool of the sanatorium of the Ministry of Finance and overhaul departmental dentistry.

Anton Kotyakov did not return calls from The Insider. Kotyakov read the message in the messenger with a proposal to comment on a possible conflict of interest when concluding deals for the repair of objects of the Ministry of Finance and the legality of the origin of funds for the acquisition of personal real estate, but also ignored it. Indirectly, the official’s interest in transactions related to his family of firms can be seen in the fact that one of the contracts for the renovation of the Yuzhny sanatorium was ahead of schedule terminated in June 2020 – after Kotyakov moved from the Ministry of Finance to the Ministry of Labor. As for the property in Monteville, the official’s family could not afford such an expensive purchase only on the officially declared income. According to The Indiser, when purchasing real estate, Kotyakov used credit funds, but to what extent is unknown.

Minister’s father Oleg Kotyakov for a long time in Samara business, but large financial flows previously bypassed it. Everything changed with the beginning of the rapid career growth of his son, Anton. In 2016, Oleg Yurievich became the founder of the construction company “Olymp”, and the revenue soared several times. According to reports, in 2017, Olimp earned 309 million rubles, of which 300 million were allocated to the item “administrative expenses” – an extraordinary business decision. In 2018, Kotyakov leaves the founders, he is replaced by Alexey Kosongov, and later by Oleg Danilov. Both at different times were business colleagues of Kotyakov Sr. One can only guess how great the influence of the minister’s father on the affairs of his former construction company is, but the total revenue from the execution of state contracts has reached 3.5 billion rubles at the moment.
