The Southern District Military Court in Rostov-on-Don sentenced the Volgograd “authoritative” businessman Yevgeny Remezov, who was found guilty of setting fire to the governor’s house. One of the accused of this crime was the former head of the regional department of the RF IC, Lieutenant General of Justice Mikhail Muzraev, nicknamed “Night Governor”.
Remezov was sentenced to six years in a strict regime colony, informs “Caucasian Knot” with reference to the court. He was charged with a terrorist attack (clause “a”, part 2 of Art. 205 of the Criminal Code), destruction of someone else’s property by arson (part 2 of Art. 167 of the Criminal Code) and causing grievous bodily harm (Clause “a”, Part 3 of Art. 111 of the Criminal Code ).
As follows from the materials of the criminal case, on the night of November 16, 2016, in the village of Latoshinka in Volgograd, five people entered the territory of a cottage belonging to the regional governor Andrei Bocharov, and tried to set fire to the wall of the house by throwing a Molotov cocktail. At the same time, the governor and his wife were in the building. The fire was quickly extinguished.
The Office of the Investigative Committee of the Russian Federation, whose head was Muzraev, opened a case on deliberate damage to someone else’s property by arson and on attempted murder of two or more persons.
In May 2019, a former tenant of the Central Market of Volgograd, Evgeny Remezov, was detained in Moscow and accused of organizing the arson of the governor’s house. According to the investigation, he wanted to intimidate Bocharov, since he launched the process of alienation of the Central Market of Volgograd into municipal property. For a long time, the trading floor was under the control of Remezov’s commercial structures.
Also, during the investigation, it was established that Remezov was involved in causing grievous bodily harm to an entrepreneur who did not return the debt. In addition, Remezov was accused of setting fire to someone else’s car.
In June 2019, the Governor of the Volgograd Region filed a statement with the FSB, claiming that the arson of his house was related to his official activities. Bocharov also reported receiving anonymous threats, but he did not mention the leadership of the Investigative Committee and personally Muzraev. A new arson case was opened under the article about the terrorist attack.
Remezov argued in court that he was forced to pay large sums to local crime bosses for “protecting” the market, and part of this money was allegedly transferred to Muzraev personally. According to the businessman, it was the general who was interested in setting fire to the house, since the investigation of this crime would allow him to curry favor with the governor.
In June 2019, Muzraev and Volgograd businessman Vladimir Zubkov were arrested. The general was charged under three articles: “A terrorist act committed by a group of persons by prior conspiracy”, “Illegal arms trafficking” and “The use by an official of his official powers contrary to the interests of the service.”
According to the investigation, the general in 2017 gave his subordinates oral instructions not to prosecute Vitaly Brudny, a local crime boss who was sentenced to 10 years in prison for organizing an attempt on the life of businessman Vladimir Potashkin and who also became involved in the arson case.
Also, during a search in the house of Muzraev, live cartridges were found.
Muzraev’s lawyer Vladislav Podshibyakin called the version of the accusation “nonsense” prepared by the FSB officers. “Everyone understands the absurdity of the situation. The man opened the case of the arson of the governor – this is exclusively his merit. Now it is simply illogical to suspect him of having committed this crime in particular. In November 2020, the court sentenced the arsonists Dmitry Ushakov and Ivan Zheleznikov to eight and 6.5 years in a maximum security colony, respectively. The verdict was challenged by the defense of Muzraev, who did not agree with his role in this case prescribed in the court decision. On January 22, 2021, the court upheld the verdict.
Mikhail Muzraev for 12 years headed the IC department in the Volgograd region. He became one of the most influential people in the region. According to the former mayor of Volgograd, Yevgeny Ishchenko, who was convicted in 2007 under articles on abuse of office, illegal participation in business and storage of ammunition, Muzraev “played a very negative role in the fate of many people and in Volgograd in general.” The general and his henchmen have allegedly fabricated criminal cases against innocent people for many years, led Ischenko’s opinion BBC Russian Service.
In December 2018, Muzraev was removed from office by the decree of Russian President Vladimir Putin. After that, he worked as an adviser to the head of the RF IC, Alexander Bastrykin.
