Russian President Vladimir Putin appropriated the rank of Major General of the Internal Service to Leonid Sagalakov, who since March 2, 2020 has been the Head of the Main Directorate of the Federal Penitentiary Service for the Irkutsk Region.
It is in this region that Angarsk IK-15 is located, where a riot took place in April 2020, and hundreds of prisoners injured themselves in protest against the bullying by the administration. The riot was depressed special forces. After that, many prisoners were taken to other institutions of the Federal Penitentiary Service, where, according to eyewitnesses, they were subjected to terrible torture.
About the violence in the “press huts”, where prisoners from the Angarsk colony were bullied by “activists” (convicts cooperating with the administration), in particular, close orphans from Tuva, Kezhik Ondar, convicted of stealing a horse, told about the violence. “Kezhik was beaten, tortured, mocked, they kept him tied for days, mutilated (or cut off) his penis, put a boiler in the anus, and it exploded in it,” said his sister Aziyana Ondar. She added that “in the Nazi camps, prisoners were not tortured like that.”
“Activists” raped Kezhik Ondar and thrust a bottle into his anus. Subsequently, the victim was diagnosed with a rupture of the rectum and other injuries.
About torture in jail after the riot told and released Yevgeny Yurchenko. According to the prisoner, he and another 30 people from IK-15 were sent to the Angarsk SIZO-6, where they were raped and tortured by passing an electric current through their genitals. “They tied the rag, covered it with water so that there were no traces of burns. All of them were raped to the last one, ”Yurchenko said.
Another victim was the Chechen Humayd Khaidaev. After the riot, according to Khaidaev, he, along with other convicts, was driven through the line of FSIN officers, who hit him with punches, kicks and rubber truncheons. Then the “activists” from among the prisoners, at the direction of the employees of SIZO-1, where some of the “rioters” were taken, hung Khaidaev in the “press-hut” by the arms and legs between the beds and burned his body with a red-hot metal spoon.
The RF IC conducted an inspection at the request of Khaidaev, but refused in the initiation of a criminal case. According to investigator Alexander Kornev, Khaidaev’s “torture” is not connected with the instructions of the administration.
From the decision to refuse to initiate a case it follows that during the interrogation one of the “activists” Denis Golikov said that he knew nothing about the beating of Khaidayev. At the same time, in an interview given earlier, Golikov admitted that the SIZO administration had given “the go-ahead for everything except the corpses.”
After torture, doctors recorded that Khaidaev had fractures of the toes of his left foot and right hand, as well as multiple bruises, abrasions and bruises. At the moment, Humayd is one of the main defendants in the Angara colony riot case.
According to human rights activist Oyub Titiev, Khadayev not only was not the instigator of the riot, but also tried to stop other convicts. He served 13 years in prison and was soon to be released. Khaidaev said that during the riot he tried to help a prison officer who was attacked by prisoners, but failed.
Prisoner Takhirzhon Bakiev was transferred from IK-15 to IK-6, where he hit in the so-called “torture squad”. In mid-January 2021, Bakiyev’s inmates provoked a conflict, tore his Koran and shouted insults.
The colony staff did not respond to the prisoner’s requests for help. According to the victim, the operatives of the operational department of IK-6, Erokhin and Mednikov, tied him up with duct tape and handed him back to the prisoners. They beat him and then shoved a mop into his anus, damaging his internal organs. After that, the man was hidden under the bed so that the inspectors would not see him.
Leonid Sagalakov graduated from the Krasnoyarsk State Pedagogical University in 1994, having mastered the specialty of a life safety and physical education teacher. He immediately went to work in the penitentiary system. In 2010, Sagalakov received a higher legal education. In 2017-2020 he was the head of the department of the Federal Penitentiary Service for the Bryansk region.
