In remand prison No. 1 in Tver, inmates are systematically harassed and beaten by guards. One of the victims is Vladimir Domnin. He was sentenced to 9 years in a maximum security colony on charges of participation in the Ukrainian “Right Sector” banned in Russia. Memorial Human Rights Center admitted Domnina is a political prisoner.
Domnin was beaten by the head of SIZO-1 Dmitry Lebedev, his deputy for educational work Volosatov and an employee of the operational department Svistunov, told Sota wife of the convict Natalia. The FSIN officers put Domnin on a stretch: the prisoner must put his hands on the wall and spread his legs as wide as possible. In this position, some convicts tear their ligaments.
As Domnin told his wife, Volosatov and Svistunov held his hands, and Lebedev kicked him in the chest. The blows were applied flat, with the feet, so as not to leave traces. Immediately after the beating, Vladimir was sent to a punishment cell for a day, where the water was cut off. He was not provided with medical assistance.
According to Natalia, all personal belongings were taken away from her husband, including the medicines he needed. The seizure took place without inventory and protocol. At the same time, Domnin has a record in his medical record that he must take certain medications every day. When the convict began to demand that the medicines be returned to him, the FSIN officers drew up a report stating that he had allegedly refused to take the medicines.
Domnin has second degree hypertension and a number of other serious chronic diseases. The recently convicted person suffered a heart attack.
Domnin told his wife that other prisoners were also subjected to torture and inhuman treatment. They are forced to make their beds “white”: the sheet must be on top of the blanket, and one cannot sit on it. All linens are yellow, as if they were not being washed. Men stand on their feet from the moment they wake up at 06:00 until lights out at 22:00.
During the search, people are taken out of their cells, placed with their heads against the wall and face down. At the same time, they twist their arms back with their palms up and force them to spread their legs wide. So they can stand for 2 or 3 hours, while receiving blows to their legs.
One type of bullying is washing the mugs for 10 minutes. The prisoners have to rub them non-stop: if someone stops, they will be beaten by the staff of the isolation ward. At the end of the procedure, the prisoners must shout: “Thank you, citizen boss!” According to the wife of Domnina, this is how they must answer, fulfilling any, even illegal, demand of the guards.
Natalya filed a complaint with the prosecutor’s office and the Investigative Committee to initiate a criminal case. Also, after her address with Domnin, the chairman of the POC in the Tver region, Vladimir Palamarchuk, met. He found hematomas and bruises on the hands of the convict, but refused to give Natalya certificates of the recorded injuries.
Domnin himself told his wife that during the medical examination, the medical officer looked at the bruises and said that she did not see them. She made an X-ray, which showed no fractures, and on this basis decided that there were no injuries.
In October, about torture conditions in SIZO-1 in Tver told OVD-Info is Domnin’s wife and his lawyer Ivan Vyakhirev. Then it was reported that the guards broke the prisoners’ personal belongings, and the products were examined with dirty hands, opening the packages and violating the sanitary and epidemiological standards.
The lawyer also noted that the video recorder was constantly disabled in the pre-trial detention center. “Some warrant officer comes and says: turn off the recorder. And he begins to kick, beat – no bruises. They calculate the strength so that it hurts, but there are no bruises left either. On the neck, on the sides. Kicks and pokes, ”he explained.
On October 19, Vladimir Domnin informed the lawyer of Yulia Grif about the torture by the deputy head of the pre-trial detention center for educational work, Maksim Volosatov, and the head of the pre-trial detention center, Dmitry Lebedev. He beat the prisoner with his hands and feet in the area of the ribs, chest, neck and threatened with rape, Domnin said.

Vladimir Domnin was sentenced in August 2020 at the 2nd Western District Military Court. According to the investigation, Domnin, being opposed to the annexation of Crimea to Russia, not only joined the “Right Sector”, but also “took over the guard, participated in the construction of fortifications, was engaged in economic activities, including the arrangement and maintenance of objects and territories. , ensuring the delivery of food and water supplies, organizing food processes ”.
According to Domnin, he did not join the “Right Sector”, and in 2017 he traveled to Ukraine in order to collect a package of documents necessary to obtain political asylum in the United States. To do this, he got a job as a volunteer at the Voloshka international fund and delivered water and food to civilians and military units as a volunteer, and only took pictures with weapons.
