In Sevastopol, beneficiaries are evicted from apartments donated by the governor. Bastrykin instructed to figure it out

Chairman of the Investigative Committee Alexander Bastrykin instructed the head of the Crimean Department of the Investigative Committee to understand the circumstances of the eviction of several Sevastopol families from the apartments, which were presented to them by the city government in 2014. Then it was headed by the current head of North Ossetia Sergei Menyailo. Housing was provided to the family of an employee of the Ministry of Internal Affairs who died in the line of duty and the parents of a disabled child. In addition, internationalist soldiers, liquidators of the consequences of the accident at the Chernobyl nuclear power plant, orphans received the keys. Later, the apartments will be taken away from everyone.

As It became known to The Insider, the reason for the delay was that the developer – the company “Grand Invest” – built 11 floors instead of 10. Menyailo offered to give the apartments on the “extra” floor to beneficiaries, after which he promised to put the building into operation, which was done in 2015.

New tenants were given certificates for the right of access to the dwelling, the developer was obliged to provide this access and issue the keys. However, the new tenants were not able to register housing in the ownership. According to Nina Solovyan, who received a two-room apartment after her husband’s death, a representative of the developer told her that the government had never paid for the property. At that time, Menyailo had already been removed from office, Solovyan appealed to the new governor, Dmitry Ovsyannikov, as well as to the presidential administration.

The answer came from the department of capital construction of the government of Sevastopol. It said that “the developer was notified of the need to transfer the residential premises indicated in the certificate to the city government for its further provision” to Nina Solovyan. However, she never received any documents.

And in November 2019, the apartments of Solovyan and an elderly woman with a disabled son who has Down syndrome were sold without their knowledge. The buyer, according to Solovyan, was the director of a real estate company located in the same building as the developer’s office.

“At the time of receiving the apartment, I stood for 10 years in line according to the status of the family of the deceased in execution, – told “Rise” Solovyan. – My husband died, he served in the fire department on the line of the Ministry of Internal Affairs then. In the second family, there is an older woman with a disabled son who has Down syndrome. We were not offered any options. But we don’t want to move, we did repairs here at our own expense, we changed the windows ”.

While Nina Solovyan is preparing to go to court, she has already been returned to the waiting list for an apartment. Sevastopol journalist, author of reports on this situation, Margarita Pronina, told The Insider that at the time of receiving the apartment, the woman was second in line. She is now 2255th. Up to 10 apartments are given a year, so Solovyan will have to wait 226 years for housing.

As The Insider found out, despite the fact that the house was built by the company “Grand Invest” (a huge sign with the name of the company hangs on the facade of the house, this information is also indicated on numerous sites for the sale of real estate), in the future, the authorities, responding to inquiries from victims, called the developer is already a completely different company. So, in response to the signature of the director of the department of capital construction it is reported that the developer is a certain housing cooperative “Complex”, registered in a residential apartment, the chairman of the board of this housing cooperative at the time of sending the letter was VL Danilov.

At the same time, ZhKK Kompleks, most likely, is a structure of Grand Invest: President of Grand Invest Sergei Zaborsky, according to Kontur.Fokus, is the general director of Forward LLC. Before him, this company was headed by Vladimir Leonidovich Danilov.

The story of Sergey Menyailo’s “fake” certificates is not new for Sevastopol. In the same 2014, the newly-made governor also handed certificates to the participants in the hostilities in Afghanistan and the liquidators of the Chernobyl accident, who were on a preferential line to improve their living conditions. The same thing happened to them as to Nina Solovyan.

“Contracts were concluded with management companies for the payment of utilities. But the main document, the social tenancy agreement, was not drawn up, since the houses were not commissioned “, – told in 2017, Rodion Prudskaya, liquidator of the consequences of the accident at the Chernobyl nuclear power plant, to the NTS television channel.

In 2006, he and other beneficiaries were asked to leave the already inhabited and renovated apartments.

“The government did not buy the apartments from the developer, and the developer sold these apartments,” said Prudskoy. – And they kicked us out of the promised apartments. The Government explained that since 2015 no apartments have been allowed for “Afghans” and “Chernobyl victims”. Instead of apartments, they offer a money certificate, for which you can’t buy anything. “

All of them had to re-enter a new queue, since the old one was eliminated – all 30 years of waiting were virtually zero.

According to the NTS, the customer for the construction of the house for the Afghans and the liquidators was the VYUN company, the contractor was the Interstroy company. The owner of the latter was the developer Yevgeny Kabanov, who later became a deputy of the State Council of Crimea and Deputy Prime Minister of the Republic. Now Kabanov is accused of embezzling 57.5 million rubles during the construction of a water pipeline that met the needs of Simferopol.

Lost apartments are also the family of Alexander and Ekaterina Mazurov – in 2014 they had triplets, before that they already had three children. Local media wrote that the Mazurovs became the first family in the Russian Crimea to give birth to triplets. Sergei Menyailo in front of the cameras gave the Mazurovs a certificate for housing and a certificate of allocation of a four-room apartment at the address: st. Parkovaya, 14-1, apt. 25.

The city government said that the contract of social tenancy of living quarters, provided by law, would be issued to them after the house was put into operation, but they never received any documents. And later in the department of capital construction they were told that the developer had not transferred the apartment to the government of Sevastopol. In addition, the government does not have documents confirming the right to claim this dwelling.
