Housing was provided to the family of an employee of the Ministry of Internal Affairs who died in the line of duty and the parents of a disabled child. However, the new tenants were not able to register housing in the ownership. According to Nina Solovyan, who received a two-room apartment after her husband’s death, a representative of the developer told her that the government had never paid for the property. At that time, Menyailo had already been removed from office, Solovyan appealed to the new governor, Dmitry Ovsyannikov, as well as to the presidential administration.
The answer came from the department of capital construction of the government of Sevastopol. It said that “the developer was notified of the need to transfer the residential premises indicated in the certificate to the city government for its further provision” to Nina Solovyan. However, she never received any documents.
And in November 2019, the apartments of Solovyan and an elderly woman with a disabled son who has Down syndrome were sold without their knowledge. The buyer, according to Solovyan, was the director of a real estate company located in the same building as the developer’s office.
“At the time of receiving the apartment, I stood for 10 years in line according to the status of the family of the deceased in execution, – told “Rise” Solovyan. – My husband died, he served in the fire department on the line of the Ministry of Internal Affairs then. In the second family, there is an older woman with a disabled son who has Down syndrome. We were not offered any options. But we don’t want to move, we did repairs here at our own expense, we changed the windows ”.
While Nina Solovyan is preparing to go to court, she has already been returned to the waiting list for an apartment. Sevastopol journalist, author of reports on this situation, Margarita Pronina, told The Insider that at the time of receiving the apartment, the woman was second in line. She is now 2255th. Up to 10 apartments are given a year, so Solovyan will have to wait 226 years for housing.

The owner of the latter was the developer Yevgeny Kabanov, who later became a deputy of the State Council of Crimea and Deputy Prime Minister of the Republic. Now Kabanov is accused of embezzling 57.5 million rubles during the construction of a water pipeline that met the needs of Simferopol.
Lost apartments are also the family of Alexander and Ekaterina Mazurov – in 2014 they had triplets, before that they already had three children. Local media wrote that the Mazurovs became the first family in the Russian Crimea to give birth to triplets. The city government said that the contract of social tenancy of living quarters, provided by law, would be issued to them after the house was put into operation, but they never received any documents. And later in the department of capital construction they were told that the developer had not transferred the apartment to the government of Sevastopol.
