Employees of the RF IC refused to initiate a criminal case at the request of prisoner Khumaid Khaidaev. He described how he was tortured with the knowledge of the prison administration. This happened after the riot in the Angarsk colony No. 15.
Khaidaev said that together with other convicts they drove him through the line of FSIN officers, who hit him with their hands, feet and rubber sticks. informs “Committee against Torture”. Then the “activists” from among the prisoners, at the direction of the employees of SIZO-1, where the “rioters” were taken, hung Khaidaev by the arms and legs between the beds in the “press hut” and burned his body with a red-hot metal spoon.
According to investigator Alexander Kornev, Khaidaev’s “torture” is not connected with the instructions of the administration. The collected materials were handed over to the police by the employees of the RF IC.
From the decision to refuse to initiate a case, it follows that during the interrogation, one of the “activists” Denis Golikov said that he knew nothing about the beating of Khaidayev. At the same time, in an interview given earlier, Golikov admitted that the SIZO administration had given “the go-ahead for everything except the corpses.”
The riot in the Angarsk colony took place in April 2020. It was suppressed by the special forces. After that, hundreds of convicts were assigned to other institutions of the Federal Penitentiary Service in the Irkutsk region, where, according to testimony, they were tortured. Khaidaev was among these prisoners. Later, doctors recorded fractures of the toes of his left foot and right hand, as well as multiple bruises, abrasions and bruises. At the moment, Humayd is one of the main defendants in the Angara colony riot case.
In May, Khadayev appealed to the prosecutor’s office of the Irkutsk region with a statement about the crime, which was redirected to the regional department of the Investigative Committee and came to the disposal of investigators on June 15, 2021. No checks were carried out on the application. It was qualified as a “petition” by the investigator.
The prosecutor’s office appealed against the ruling of the Investigative Committee of the Russian Federation. On July 23, the Kirovsky District Court of Irkutsk declared the inaction of the investigation illegal. On October 13, the decision came into force, and with a delay of four months, investigators began an investigation. But it ended with a refusal to initiate a case.
According to human rights activist Oyub Titiev, Khadayev not only was not the instigator of the riot, but also tried to stop other convicts. “He served 13 years in prison and was about to be released. On April 10, he called his brother from the camp. He said that he tried to help the employee of the colony, who was attacked by the prisoners, but failed, ”- explained Titiev to the project “Kavkaz.Realii”.
Khaidaev’s relatives said that his nationality was an aggravating circumstance for the jailers. “It turns out that if he is a Chechen, then there is a separate dislike for the security officials. You are being tried and it is a separate article that you are a Chechen, ”said the brother of the convict Ali.
Earlier, Kezhik Ondar, close orphans from Tuva, spoke about the terrible tortures in SIZO-1 after the Angarsk riot. “Kezhik was beaten, tortured, mocked, they kept him tied for days, mutilated (or cut off) his penis, put a boiler in the anus, and it exploded in it,” said his sister Aziyana Ondar. She added that “in the Nazi camps, prisoners were not tortured like that.”
“Activists” raped Kezhik Ondar and thrust a bottle into his anus. Subsequently, the victim was diagnosed with a rupture of the rectum and other injuries.
About torture in jail after the riot told and released Yevgeny Yurchenko. According to the prisoner, he and another 30 people from IK-15 were sent to the Angarsk SIZO-6, where they were raped and tortured by passing electric current through their genitals. “They tied the rag, covered it with water so that there were no traces of burns. All of them were raped to the last one, ”Yurchenko said.
