The Federation Council has developed a bill that provides for up to ten years in prison for law enforcement officers and the Federal Penitentiary Service for torture and abuse of detainees and convicts. About it informs “Kommersant” with reference to the co-author of the bill, Senator Lyudmila Narusova.
According to Narusova, the initiative was developed jointly with the human rights ombudsman Tatyana Moskalkova and colleagues from the Federation Council. The bill will be submitted to the State Duma by the end of the year.
“For this they can simply be dismissed from work, but there should be criminal liability,” Narusova said.
“The bill, as they say, lay under the carpet, but recent events have become an impetus to be adopted for consideration,” Narusova said. She explained that she means the scandal with the videos published in early October 2021 by the founder of the human rights project Gulagu.net, Vladimir Osechkin.
