The Russian government approved a bill granting the right to maternity capital to men raising children from surrogate mothers, writes Kommersant.
In the near future, the Cabinet of Ministers will submit to the State Duma the appropriate amendments to the law “On additional measures of state support for families with children.”
According to the bill, maternity capital can be received by men who are the only parents of the second, third and subsequent children born after January 1, 2007, and the first child born after January 1, 2020, as a result of the use of surrogacy. But only if the man has already married a woman who has adopted children.
If the father dies or is deprived of his rights, the maternity capital can be received by his spouse, and in case of her death – by the children.
