The Leninsky District Court of Rostov-on-Don sentenced three former policemen Andrei Kuraev, Maxim Serdyuchenko and Roman Khalilov. They were found guilty of extorting confessions from detainees, selling drugs and extorting bribes from relatives of persons involved in criminal cases.
“Kuraev was sentenced to imprisonment for five years in a strict regime colony with deprivation of the right to hold positions related to the exercise of the functions of a representative of the authorities, for two years,” leads “Interfax” the message of the united press service of the courts of the Rostov region. Kuraev was found guilty under Part 5 of Art. 33, p. “A”, “b”, “c” part 3 of Art. 286 (abuse of office) of the Criminal Code of the Russian Federation.
Serdyuchenko received 13.5 years, and Khalimov – 15.5 years in prison. They will serve their sentences in a strict regime colony. The court also deprived them of the right to hold positions related to the exercise of the functions of a representative of the authorities for three years.
Serdyuchenko and Khalimov were found guilty under Art. 30, p. “A”, “b”, “d” Part 4 of Art. 228.1 (illegal production, sale or transfer of narcotic drugs, psychotropic substances), clauses “a”, “b”, “c” part 3 of Art. 286 (abuse of office), clauses “a”, “b”, part 5 of Art. 290 (taking a bribe), part 4 of Art. 159 (fraud) of the Criminal Code of the Russian Federation.
As follows from the materials of the case, three officers of the drug control department of the police department No. 4 of the Russian Ministry of Internal Affairs for Rostov-on-Don detained citizens, after which they were forced to sign protocols on the possession of drugs by torture and threats of murder.
One of the victims said that the police held a pistol with the trigger cocked to the heads of the detainees, “threatened to shoot and bury the corpses”, writes “Caucasus. Realities”.
In addition, the police forced drug addicts to distribute drugs using the bookmarking method. The employees of the Ministry of Internal Affairs kept these drugs in their office.
The police also extorted bribes totaling more than 800 thousand rubles. They demanded money from the relatives of the detainees, who incriminated themselves. For a bribe, the police agreed to indicate in the documents a smaller amount of allegedly seized drugs.
The head of the drug control department Vladislav Sergeev is serving as the organizer of the crimes in the criminal case, in whose office 10 kg of prepackaged drugs were found. He is wanted.
