The mayor of Kerch Svyatoslav Brusakov was brought to the Simferopol Directorate of the Investigative Committee for interrogation due to a check on the effectiveness of spending budget funds, informs TASS. The head of the Crimea, Sergei Aksenov, said that the check was planned.
A source familiar with the inspection told The Insider that it was linked to intimidation by the mayor’s team of a local contractor. In early November, the Telegram channels were merged audio recording a conversation associated with the mayor of Kerch businessman Nikolai Rudy (in his car ex-head of Kerch Sergei Pisarev received a bribe of 50 thousand dollars in 2017, for which he was sentenced to 8 years in prison) with the head of the local enterprise “Luxar” Alexander Poddubny, who received contracts for the improvement of the city.
During the conversation, Rudy boasted to the businessman about his position in Moscow, influence in the Crimea and specifically Kerch, and recommended to follow his instructions, or to refuse contracts. On the recording, you can hear that the director of “Luxar” is forced to sign documents, according to which another office will work instead of him. Also on the record, Rudy shares the fears of the mayor Brusakov, whom he calls an old friend from the 90s. According to Rudoy, the mayor is very afraid that the scheme invented by Rudy threatens its participants with a criminal case.
The Insider source familiar with the details of the audit explained that the intimidation of the head of the company began immediately after Brusakov’s appointment as mayor of Kerch in September 2021, the source said.
“Under ex-mayor Sergei Borozdin, Moscow money was brought to Kerch for the improvement,” said the interlocutor. – The money was given to the Luxar firm. Borozdin was removed, Brusakov came in with his guys, who wanted to get kickbacks from Luxar, but the company refused them. For the second time since September, searches have taken place in his department, before which the governor of Sevastopol Mikhail Razvozhaev ordered an official check of the official. The reason for this was the untimely allocation of subsidies to farmers for the installation and renovation of irrigation and drainage systems, writes Sevastopol edition of ForPost. According to Kirpichnikov, there were no applications for such subsidies, but Razvozhaev did not take this objection into account. At the same time as informs TASS, the proceedings initiated by the Investigative Committee concern the abuse of official powers to conclude agreements on unauthorized trade.
Mikhail Razvozhaev stressed that the official was not detained. He also noted that at the moment Kirpichnikov is not the head of the Department of Agriculture and Consumer Market, since his contract was not renewed two days ago.
