The Ministry of Defense has published a draft order on information that constitutes a state secret. There are 800 positions in the list

The Ministry of Defense has published a draft order on information related to official secrets. V annex to the project 800 items are listed. For example, information on the deployment of military units and their material and technical support will be classified as state secrets.

In particular, state secrets will include:

  • Information revealing the results of daily monitoring of the military-political situation in the world, operational analysis and short-term forecasts of the appearance and development of threats to the security of the Russian Federation and its allies.
  • Information revealing the tasks solved by dual-use spacecraft in the interests of socio-economic and scientific problems.
  • Information disclosing individual results of preparation, launching or execution of flight programs by military spacecraft (with the exception of information subject to open announcement in accordance with the international obligations of the Russian Federation).
  • Information on the activities of the state authorities of the Russian Federation in the field of strategic containment, prevention of military conflicts.
  • Information disclosing the issues of implementation in the Armed Forces of decrees, orders and instructions of the President of the Russian Federation, decisions of the Security Council of the Russian Federation to improve state policy in the field of defense.
  • Information revealing the belonging of the personnel of military command and control bodies, military units and organizations to the category of combat veterans (information about their participation in hostilities or performing special tasks).
  • Information about the construction, training and maintenance in the required readiness of the Armed Forces of the Russian Federation, other troops, military formations and bodies, as well as planning their use.
  • Information disclosing the deployment of large formations, formations, military units, organizations of the Armed Forces or military facilities (with the exception of special-mode facilities of the Russian Federation, especially important military units) with an indication of their actual names (deployment lists) by type and type of troops of the Armed Forces, operational and strategic association, troops not included in the types and branches of the Armed Forces, for the central military command, the united strategic command of the military district, the management of the operational-strategic formation, for the operational (territorial) association, for the management of the operational (territorial) association, for the operational tactical territorial association, formation and their departments.
  • Information disclosing the state of material and technical support (in service) for peacetime, up to the level of the military command body, inclusive.
  • Information about the mobilization training of the state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation, local authorities and organizations, regardless of the form of ownership, transport, communications and the population of the country.
  • Information in the field of planning and implementing measures for civil and territorial defense.
  • Information disclosing the need, availability, movement, technical condition of communication facilities.
  • Information about the terrain of the territory of the Russian Federation or the member states of the CIS countries on any medium of information, corresponding in accuracy (in plan and in height) to the same information found on topographic maps, topographic plans, photo maps, photomaps, orthophoto maps or orthophotomaps of scale 1: 100,000, 1: 200,000.

According to article 283 of the Criminal Code of the Russian Federation, the disclosure of information constituting a state secret may result in arrest for a term of four to six months or imprisonment for a term of up to seven years.

Recall that in July 2020, the FSB of the Russian Federation opened a criminal case against the adviser to the general director of Roscosmos and former journalist of Kommersant and Vedomosti Ivan Safronov under the article “Treason”. Safronov wrote a lot about the material and technical condition of the Russian troops and purchases in this area. The FSB reported that he is suspected of having worked for one of the NATO special services. According to the FSB, Rogozin’s adviser collected and passed on to a representative of the special services of one of the NATO countries information on military-technical cooperation, defense and security of Russia, which constituted a state secret. Safronov faces up to 20 years in prison.
