The head of the Public Monitoring Commission (POC) in Rostov-on-Don, Igor Omelchenko, was summoned for interrogation to the Investigative Committee. About this he told on Instagram.
He said that he was summoned to the journalist Sergei Reznik in a criminal case on justifying Nazism. Omelchenko noted that he considers this a provocation, since he has nothing to do with this case.
In October, journalist and blogger Sergei Reznik was put on the wanted list in the case of justifying Nazism for his post on the Telegram channel. Presumably, we are talking about a remark that allegedly appeared on the journalist’s page on June 22 and contained arguments on the topic of “peace enforcement” and relations between Germany and the USSR, transfers “New Newspaper”.
The human rights activist believes that his interest in him is connected with his disclosure of complaints of prisoners about torture in the interregional tuberculosis hospital No. 19 (ILB-19). Omelchenko explained that he really knows Reznik and many other journalists. However, in his opinion, the summons to the Investigative Committee will allow the security forces to take possession of his information carriers, first of all, the telephone with the contacts of the victims.
On November 6, the Investigative Committee opened a criminal case on abuse of office (Article 286 of the Criminal Code) in the interregional tuberculosis hospital No. 19 (MOTB-19) in Rostov-on-Don, more than 60 prisoners testified about torture. About it informs “Mediazona” with reference to the chairman of the local Public Monitoring Commission (POC) Igor Omelchenko. The human rights activist clarified that the case was opened in September, but he was summoned for questioning only now.
In September 2020, POC members first spoke about the complaint of a prisoner who, according to him, was kept tied to a bed in MOTB-19 for more than 70 days, because of which his leg “rubbed down to the very meat.”
For a year, the investigation was inactive, despite the attempts of human rights defenders to achieve the initiation of a criminal case. As a result, the case was opened after the change of the regional prosecutor – in February 2021, this position was taken by Roman Praskov.
Last November, Mediazona wrote about bullying in ILB-19. Human rights activists said that inmates who ended up in the prison hospital were massively tied to beds and kept in this position for weeks and months. Those who are bound are looked after by the same patients who were once themselves “mated”. “They are assigned to look after these people. They have to be untied every two hours, but no one there. Moreover, it comes to bullying, both moral and sexual, ”said Omelchenko.
In addition, the security forces are investigating two more criminal cases due to the deaths of prisoners at ILB-19. The first criminal case under the article on inflicting grievous harm, entailing death by negligence (part 4 of article 111 of the Criminal Code) was initiated back in November 2020. Prisoner Alexander Kulikov was taken to the prison hospital from SIZO No. 4 in Shakhty. He had fractures of the spine and four ribs. “According to the documents, he came to the ILO, no injuries were recorded. That is, the hospital accepted him and did not record bodily injuries as always. When the man died, they began to say that he had come like that, ”said the head of the POC Omelchenko.
The second criminal case is being investigated under articles on abuse of office (286 of the Criminal Code) and causing death by negligence (109 of the Criminal Code). Prisoner Roman Mikhailov died at MOTB-19 at the end of June 2020. In the conclusion from the bureau of forensic medical examination, the cause of death was called sepsis and phlegmon of the lumbar region. “During the interrogation of all persons, we visited all the colonies, all institutions with the employees of the Internal Security Service and the prosecutor’s office, we interrogated everyone. And one person who was with this Mikhailov, the orderly who looked after him, said that he was tied, they did not feed him, they did not untie him. He lost insanely weight. And they threatened him there, and did a lot of bad things. And in the end, the surgeon came, turned him over and cut off his profit with scissors [омертвевшую из-за пролежня кожу], he was screaming and shouting there. And put it back. He lay there for many days, more than a month, a toilet for himself, this is summer. And, of course, the infection got there. And he died of sepsis, ”said the human rights activist.
