The Pskov City Court recognized the refusal of the regional department of Roskomnadzor to register the electronic publication “Pskov Province” as legal. Editor-in-Chief Denis Kamalyagin tried to register the media. contributed to the list of foreign media agents. On the decision of the court to the agency “7×7” reported Kamalyagin himself.
Previously, officials five times rejected a journalist’s request to register the “Pskov province”. Roskomnadzor employees referred to Article 19.1 of the Law on Mass Media. It prohibits the establishment of media by foreigners, persons with dual citizenship, international organizations, foreign legal entities and Russian legal entities with foreign participation.
Kamalyagin suggested that Roskomnadzor equated his status as a foreign media agent with foreign or dual citizenship. However, the journalist stressed that he is only a citizen of Russia.
In court, a representative of Roskomnadzor said that Kamalyagin was “indirectly” under the control of a foreign state and could not prove otherwise.
As the journalist explained, the proof of “foreign influence” on him, from the point of view of officials, is the receipt of four thousand rubles from Radio Liberty. “At the same time, I showed that this money is only a small part of my income. And I even attached documents on the work of an individual entrepreneur, ”added Kamalyagin. He intends to appeal the court decision.
