The government has submitted to the State Duma bills on the use of QR codes in public places and on some types of transport. This is stated in the message, hosted on the website of the Cabinet of Ministers.
The first draft law “On Amendments to the Federal Law” On the Sanitary and Epidemiological Well-Being of the Population “assumes that citizens will be able to visit places of mass events, cultural institutions, catering and retail facilities with the presentation of: a QR code on vaccination, or a document confirming that a person has had a coronavirus, or a medical withdrawal from vaccination.
Until February 1, if a person does not have the necessary documentation to visit these facilities, he will be able to present a negative PCR test. After February 1, only citizens with a medical outlet will have such an opportunity.
The decision on the use of QR codes and the list of objects where they are required will be made by the regional authorities.
As before, you will not need to present anything when visiting pharmacies, organizations providing the population with food and essential goods.
The rules of the law will be valid until June 1, 2022.
The draft law “On Amendments to Article 107 of the Air Code of the Russian Federation and the Federal Law“ Charter of Railway Transport of the Russian Federation ”regulates the procedure for using QR codes on railway and air transport. We are talking about long-distance and international transportation, in which passengers will need to present: a QR code about vaccination, or a medical waiver from vaccination, or confirmation of the transferred coronavirus.
Until a date that the government has not yet set, in the absence of such documentation, a negative PCR test result will suffice. The same test will be passed by a foreigner using rail or air transport.
In some regions, the QR code system is already being rolled out. Since November 11, the authorities of Tatarstan have been obliged to present QR codes (or a certificate of medical evacuation) at the entrance to public transport. In two regions – Khabarovsk Territory and Kamchatka – QR codes have been introduced when boarding a plane, but only on flights within the regions.
The authorities of European countries are also going to tighten coronavirus restrictions using vaccination certificates and QR codes. So, the Seimas of Latvia on November 12 at an extraordinary meeting in the final reading adopted amendments obliging the deputies of the legislative body and municipalities of the country from November 15 to have a valid certificate of vaccination against coronavirus or the fact of a past illness for work, transfers TASS with reference to the press service of the Diet.
These requirements for MPs will be valid until July 1, 2022.
A lockdown has been announced in the country, only stores with essential goods are open, a curfew is in effect from 20:00 to 05:00.
In the Netherlands, since November 6, the use of “covid passes” has been expanded, which must be shown even when visiting café terraces.
In Italy, workers in both the public and private sectors must present the vaccination QR code to enter the workplace. The absence of a certificate does not entail sanctions, however, missed days will not be paid.
From November 1, the Austrian authorities ordered employees to work in the office to present a negative PCR test, a certificate of vaccination or a certificate of the transferred COVID-19. But even these measures are considered insufficient.
