The Ministry of Justice added the Kak Inagent limited liability company to the register of “foreign agents”. The LLC was founded by Denis Kamalyagin, Sergei Markelov and Daria Apakhonchich – earlier they were recognized as individuals – “foreign agents”. The corresponding entry appeared on website Ministry of Justice. The creation of a legal entity is required by the relevant law. Now there are 94 “foreign agents” in the register.
At the end of 2019, the State Duma adopted a law allowing individuals to be included in the register of media outlets – “foreign agents”. A person can be assigned this status if he receives any foreign funding and distributes “printed, audio, audiovisual and other messages and materials intended for an unlimited number of people,” including on the Internet.
Apakhonchich, Kalamyagin and Markelov were recognized as “foreign agents” on December 28, 2020. Petersburg teacher of the Russian language and femactivist Daria Apakhonchich said that she did not receive or received money from foreign sources in order to create or disseminate messages or materials as a media “foreign agent”: it is on this basis that people can be included in the list of “foreign agents”.
On March 1, it became known that the activist filed to the Ministry of Justice in court because of its inclusion in the “foreign agency” register. According to Apakhoncic, the Ministry of Justice violated the norms of Russian laws and international law when it included her on the list. She believes that this violates the principle of equality guaranteed by the Constitution, as well as her right to freedom of expression and respect for private life.
