President of Ukraine Volodymyr Zelenskyy signed the law, initiated by him earlier and approved by the parliament, on the prevention of threats to national security associated with the influence of oligarchs. “Democracy is law and equality. He signed an anti-oligarchic law that radically changes the relationship between big business and politicians. Now all economic players will be equal before the law and will not be able to buy political privileges for themselves, ”Zelensky wrote on Twitter.

Further, there will be even more resistance to those who have earned billions from the state. But there can be no other option than dismantling the oligarchic system. The head of state noted that the law “provides a legal framework for separating big business from political struggle and limiting the destructive influence of privileged (oligarchic) interests on the economic life of Ukraine.”
The law was adopted 23 September. The procedure for its adoption caused controversy in the Ukrainian political environment, which partly became the reason for sending to resign Speaker of the Verkhovna Rada Dmitry Razumkov. In preparing the document for the second reading, 1,257 amendments were submitted, which was also introduced by Razumkov, who opposed the idea of granting the National Security and Defense Council of Ukraine the right to form lists of oligarchs. However, at the meeting, chaired by First Vice Speaker Ruslan Stefanchuk, it was decided to vote not on every amendment, but on articles.
The law proposes the creation of a register of persons having significant economic or political weight in public life (oligarchs), determining the procedure for including persons in the register and the consequences of such inclusion, introducing a declaration by public officials of contacts with persons included in the register.
The law also defines an oligarch. This is a person who has significant influence in the economic and political life of the country, as well as controls the main segments of the media space. The register will also include owners of assets worth more than a million living wages (about $ 83 million). Such citizens are prohibited from making contributions in support of political parties, financing political campaigning and rallies, and becoming buyers in the process of the so-called large privatization.
The National Security and Defense Council will have the right to replenish the register at the request of the Cabinet of Ministers, a member of the NSDC, the National Bank, the Security Service or the Antimonopoly Committee of Ukraine.
The law will come into force in six months and will be in effect for ten years.
