Former deputy head of SIZO-3 in Achinsk, Yevgeny Martynov, has been appointed director of the local school No. 11. The inmates of this detention center reported torture and degrading conditions of detention, writes “Taiga.Info”.
Martynov will begin his duties on November 9. Martynov has been working in the institutions of the FSIN since 1994: at first he held the position of a junior inspector, later he became an operational representative of SIZO-3. Since 2010, he worked as a deputy head of this isolation ward.

The journalists of “Taiga.Info” have studied the claims of torture and humiliating conditions of detention in pre-trial detention center-3. They managed to find data for 2014-2021.
One of the lawsuits was filed by Alexander Suvorov, who ended up in SIZO-3 on November 1, 2019. He was unwell and immediately reported acute pain, as well as the need to regularly relieve himself due to illness. This notice was disregarded. The administration of the institution forced the prisoner to walk every day for “at least an hour”, which affected his condition.
In July 2020, Suvorov was sent to solitary confinement for “breaking the daily routine.” On July 8, his employee’s call button did not work, knocking loudly on the door did not help either. Then the prisoner was able to turn off the camera so that someone would come right away. After that, he was sent to the dynamic observation chamber (CDN), the explanations did not help.
“In KDN, all surfaces are covered with thick rubber, there is no window, there are traces of condensation on all surfaces, dampness. The bathroom is a triangular cutout in the rubber, around which there is always some kind of liquid, there is a fetid odor, there are insects, ” Suvorov told the court. – The sleeping place is a protrusion at the end of the chamber about a meter from the floor, also upholstered with rubber and painted with floor paint. The water is only switched on by the staff from the outside of the cell. “
Suvorov had to sleep on bare rubber for three days. After that, they brought him a mattress, a blanket and a pillow; they did not give him any bed linen. On July 9, he again tried to attract the attention of the staff and sealed the camera with porridge. For this they tied him to a wooden shield and laid him in the middle of the cell. The reason, according to the employees of SIZO-3, was Suvorov’s complaints and appeals to the court.
“Being in the KDN in such a position, he was forced to relieve his“ need for himself, ”the court’s decision says. “For 8 days in the KDN, he was completely naked without clothes, while officers of the opposite sex watched him through video surveillance”.
Suvorov asked for compensation for moral damage in the amount of 300 thousand rubles, but in October 2020 he dropped the claim and the case was dropped.
Another prisoner, Yevgeny Blinov, who was detained in this isolation ward under Martynov in 2014, said in the lawsuit that there were no toilets in six cells of SIZO-3; instead, prisoners were offered to use plastic buckets. There were no basins for personal use, the prisoners themselves washed clothes and beddings in the sink, and dried them here, so there was also moisture in the cells, given the existing unsanitary conditions.
Journalists note that in 2020-2021 alone, the Achinsk City Court considered a dozen claims related to the conditions of detention of prisoners in SIZO-3.
