The rector of the Moscow Higher School of Social and Economic Sciences (“Shaninka”) Sergei Zuev was taken from the hospital by the FSIN after another hospitalization. Presumably, he was taken for a medical examination. This was done without notifying Zuev’s defenders, reported For Novaya Gazeta, the scientist’s lawyer Ruslan Kozhura.
“He is being taken to the 20th city clinical hospital, ostensibly for a medical examination. We did not receive a resolution on this examination from the investigator. If this is a medical examination, then it is illegal, because it cannot be implemented now without our participation, ”the defender explained.
According to Kozhura, now a forensic medical examination, which is carried out only by a court decision, cannot be appointed. The defense prepares a refusal to be examined.
In the evening of October 28, Zuev became ill. Ambulance doctors diagnosed him with a hypertensive crisis. He refused hospitalization. In the morning, Zuev’s condition worsened and he was urgently taken to the hospital. The rector spent a long time in the admission department, but the FSIN officers took him away from there.
Sergei Zuev was detained on October 12 embezzlement case 21 million rubles from the Fund for New Forms of Education Development. The rector was sent under house arrest, but the prosecutor’s office demands to take him into custody. The Moscow City Court will consider the corresponding petition on November 9.
Hundreds of Russian scientists, including academicians of the Russian Academy of Sciences, signed open letter to Prosecutor General Igor Krasnov in defense of the accused. They draw attention to the fact that 67-year-old Zuev, shortly after it became known about the charges against him, was hospitalized with a myocardial infarction and suffered heart surgery… This operation is his third in a row only in the last year. In these circumstances, the detention of Zuev “not only cannot meet the legitimate interests of the investigation, but also becomes a means of pressure that has all the signs of torture,” according to representatives of Russian science.
Together with the rector of the university, the former Deputy Minister of Education Marina Rakova is being held on the same criminal case. In this position in the government, she, according to the investigation, received state funding for a project for the Fund for New Forms of Education Development, which she herself headed. In addition, Rakova stole funds when concluding government contracts for the implementation of the Teacher of the Future project in 2019, investigators say. Shaninka was the contractor for the Teacher of the Future.
According to the findings of the investigative expertise, reports on ongoing scientific research have signs of falsification. The investigators estimated the amount of embezzlement at 50 million rubles.
Lawyer Sergei Sevruk confirmed that the case is about two contracts with an initial value of 50 million rubles. However, during the year they were not executed in full and were terminated by agreement of the parties. By that time, the performers had already received 21 million rubles.
Rector Shaninka is a suspect in the case of ex-deputy minister of education and former vice-president of Sberbank Marina Rakova on embezzlement of more than 21 million rubles belonging to the Fund for New Forms of Education Development. Zuev does not admit his guilt. Shaninka appears in the case as a contractor.
