Also, the parliament came to the conclusion that if the bill is adopted, the regions will lose the right to take part in the legislative process.
On September 27, Pavel Krasheninnikov, Chairman of the State Duma Committee on State Construction and Legislation, and Senator Andrei Klishas submitted to the State Duma bill, in which it is proposed to call all the heads of the constituent entities, except for Moscow, St. Petersburg and Sevastopol, “heads”, and the executive bodies – “governments.”
The press service of the State Duma Committee on State Construction explained that “taking into account the historical, national and other traditions of the region, the constitution (charter) of the subject may provide for an additional title of the position”, but it cannot contain words and phrases that make up the name of the position of the head of state – the president Russian Federation.
Also, the authors of the bill proposed to allow the heads of regions to be elected for more than two consecutive terms and to establish a single term of their powers of five years. Now five years is the maximum period, and the term of office is determined by the region.

Now Tatarstan is the only region whose head is called the president.
Back in 2010, the President of Chechnya, Ramzan Kadyrov, suggested that he abandon the name “president” for the heads of regions. His initiative was supported by the presidents of Ingushetia, Dagestan, Karachay-Cherkessia, Kabardino-Balkaria, as well as the presidents of Udmurtia, Adygea, Buryatia, Mari El. Since 2015, the title of the position has also been changed in Bashkiria.
