“If in every district of the city, instead of thorns, there was an institution where a person could spend the night, then no one would spend the night either in the entrances or on the bars,” Baibakova added.
On October 20, it became known that in Blagoveshchensk, Amur Region, bailiffs for 30 days shut down rehabilitation center for the homeless “Grace”. The residents of the shelter were thrown into the street.
To eliminate the violations identified by the Ministry of Emergencies, a large sum of money is required, reported the project “Siberia.Realii” chairman of the center Vitaly Skrylev. The closure of the shelter will be extended if the violations are not eliminated.
The reason for the closure of the shelter was the lack of fire hydrants and large water tanks. In addition, according to officials, during the operation of the building, its functional purpose was changed, there are no emergency exits, and the head of the center has not been trained in the fire-technical minimum.
“It will not be possible to install a hydrant, because there are simply no appropriate communications in this area of the city,” says the founder of the shelter, Vitaly Skrylev. According to him, more than 1 million rubles will be required to install water tanks near the orphanage building.
“We, a non-profit organization, don’t have that kind of money,” he added.
