Deputy Minister of Housing and Communal Services and Energy of the Novosibirsk Region Vladimir Normaykin was arrested while receiving a bribe of 2 million rubles. Money was transferred for the patronage of an official when concluding government contracts for the construction of water wells and a water treatment station, informs press service of the regional administration of the RF IC.
According to the department, from September to December 2020, an official, in agreement with the founder of a private company, helped the organization meet the conditions of the competition for the construction of water wells and a water treatment plant in the region. On January 11, 2021, an agreement was signed with this company.
The state procurement website reports that on January 11, 2021, a contract was signed with the Bursib-N company for the construction of water wells and a water treatment station in the Karasuk region in the amount of 185 million rubles.
On the morning of October 18, the founder of the company in his car gave Normaykin a bribe in the amount of 2 million 5 thousand rubles. Both were detained. Criminal cases were initiated under the articles “Taking a bribe on an especially large scale” (part 6 of article 290 of the Criminal Code of the Russian Federation) and “Giving a bribe to an official” (part 5 of article 291 of the Criminal Code of the Russian Federation). After the arrest of 55-year-old Vladimir Normaykin, the media reported that the investigative actions could be related to the “Clean Water” program, which the official supervised in the ministry.
In March, in Novosibirsk, a criminal case was initiated on a bribe of 1.5 million rubles against the Deputy Minister of Transport and Roads of the Novosibirsk Region, Sergei Stavitsky. Later, the case was re-qualified for embezzlement.
