On the record, the person whom Cyber-Partizans calls the first deputy head of the main health department of the Minsk Oblast Executive Committee, Vitaly Kozlov, gives such instructions to Nikolai Maksimovich, an employee of the Internal Affairs Directorate of the Minsk Oblast Executive Committee.
In another entry, Maksimovich speaks with the head of the Soligorsk ROVD, Aleksandr Sharovar. Maksimovich asks the interlocutor to clarify how many detainees he has “at 23.34”. He replies that there are two. Then Maksimovich specifies in what conditions they are kept. “In solitary confinement, that means the crappy mattresses, almost torn there, ***** [блин], lousy.
