The prosecutor’s office of the city of Sochi has approved the indictment against the director of the sanatorium “Knowledge” Dmitry Bogdanov, accused of abuse of power. According to the investigation, he thereby caused damage to the state treasury in excess of 8 billion rubles.
The criminal case was sent to the Adler District Court of Sochi, informs the site of the regional prosecutor’s office.
“According to the investigation, from June 2016 to May 31, 2021, the general director of the sanatorium, using his powers, contrary to the decision of the All-Russian public organization – the society“ Knowledge ”of Russia on transferring 100% of the property complex of the sanatorium to the ownership of the Russian Federation, for almost 5 years concluded a donation agreement, which caused damage to the state in the amount of more than 8.2 billion rubles, ”the statement says.
In June 2016, the congress of the Knowledge Society decided to liquidate the organization, and transfer the property belonging to it to state ownership, including the Znaniye health resort complex. Dmitry Bogdanov was appointed chairman of the liquidation commission, reported news agency 93.ru.
According to the investigation, the general director of the sanatorium unreasonably delayed the commission’s activities, and used the proceeds from the activities of the sanatorium not in the interests of the state. Bogdanov’s lawyer Dmitry Checherin, meanwhile, claims that no time has been set for the transfer of the Znanie sanatorium to the state; for all five years, work has been carried out to clarify the boundaries of the sanatorium and to re-register the real estate. The profit was directed to the work of the liquidation commissions of the Knowledge Society in other regions of Russia.
“The bankruptcy procedure for an ordinary LLC usually lasts 4-5 years. The Knowledge Society is the largest public organization on the territory of the Russian Federation with more than 70 years of history. The procedure for the liquidation of a public organization of this magnitude in the territory of the Russian Federation has no precedents. Therefore, the issue of delaying the deadline looks very strange, ”explained lawyer Dmitry Checherin. He stressed that “all questions about the sanatorium were put to a vote and accepted collectively.”
The investigation also believes that the director of the sanatorium, which the state expected to receive in the form of a gift, illegally accrued bonuses for himself totaling over 14 million rubles. After the initiation of a criminal case, the sanatorium complex was transferred to the state, informs Interfax.
Dmitry Bogdanov was detained on May 30, 2021 at the Sochi airport. He was charged with Part 2 of Art. 201 (abuse of power) and part 4 of Art. 160 (theft or embezzlement of someone else’s property) of the Criminal Code of the Russian Federation. Fyodor Svetik, vice-president of the Knowledge Society, wrote a statement to the law enforcement agencies against Bogdanov. But he estimated the damage to the state from Bogdanov’s actions at 350 million rubles.
Bogdanov was first arrested, but then transferred to house arrest at the request of his lawyers. They noted that the suspect has type I diabetes mellitus and being in a pre-trial detention center is mortally dangerous for him.
Public figures and entrepreneurs stood up for Bogdanov. Anastasia Tatulova, the small and medium-sized business ombudsman, founder of the Anderson family café chain, said that his arrest directly violated the law and the position of the President of the Russian Federation that “business must not be nightmares”. Particular indignation was caused by the arrest of the director of the sanatorium.
“Is he dangerous ?! Is he a killer ?! Maniac?! He is an ordinary calm person! The far-fetched version that Dmitry Bogdanov was hiding from the investigation is completely refuted. He himself returned to Sochi from a planned business trip where he was … Why was not a measure of restraint in the form of house arrest or bail chosen? Why did such a crude and hastily fabricated case not attract the attention of the Prosecutor General’s Office? ” – said Tatulova.
An activist of the ONF project “For Fair Purchases” Sergei Vervein noted that the investigation generally initially ignored the court decision to transfer the suspect to house arrest. “The prosecutor’s office does not see any violations, the investigation is slowly fulfilling the order for a person. The doctors of the 4th hospital of Sochi were also dragged into the gadyushnik, who refused to hospitalize Bogdanov with a blood sugar of 23 mmol / l (the norm is from 3.9 to 5.6). Doctors sent Dmitry to “outpatient treatment” in the Armavir pre-trial detention center. An ambulance was summoned to court after Dmitry’s health worsened, but was allowed to see him only after the court hearing, ”he said.
Former director of Russian Seasons LLC Vladimir Masyutin, friend and colleague of Bogdanov, named two possible reasons for his criminal prosecution. Firstly, in the last elections at the polling station, which was located on the territory of the sanatorium “Knowledge”, there was a low turnout. Secondly, developers could be interested in the plot of land on which the sanatorium is located.
“The cost of the site under the sanatorium is about 3.5 billion rubles. For that kind of money, they can kill more than one … In the Bogdanov case, a lot of money is at stake. A huge area on the seashore with an area of 8.5 hectares, which can be cut, set up apartments and sold each for one hundred million rubles, ”explained Masyutin.
According to SPARK-Interfax, SKK Knowledge LLC was registered in Sochi in March 1992. The organization manages spa facilities. In 2020, the company’s revenue amounted to 536 million rubles, the loss – 17 million rubles. The head structure is the All-Russian public organization – “Knowledge Society” of Russia.
